인류의 역사는 전쟁의 역사다. 전쟁은 군인이 치른다. 전쟁의 승패(勝敗)는 군인의 사기(士氣)에 달려 있다. 사기는 국민에게서 나온다. 얼마나 많은 지지와 성원을 받느냐에 따라 좌우된다. 지금까지 국민으로부터 무시당하고 조롱거리가 된 군인이 전쟁에서 이긴 적이 없다. 이길 수가 없다. 군인을 멸시(蔑視)하는 국민을 위해 목숨 바쳐 싸우지 않기 때문이다. 결과는 모두가 비참한 노예(奴隷)로 살다 죽는다. 이를 여성은 본능적으로 안다. 군인을 대하는 태도가 다르다. 군인을 아끼고 사랑하고 존중하는 이유다. 이는 고대(古代) 그리스 시대부터 오늘에 이르기까지 강대국(強大國)의 공통점이다. 전쟁터에 나가는 아들에게, 남편에게, 애인에게 말했다. “전장(戰場)에서 적의 목을 베어 돌아오라. 아니면, 장렬(壯烈)하게 싸우다 명예롭게 죽어라. 비겁한(트레산테스) 자는 돌아오지 마라. 우리는 우리 군인의 용맹(勇猛)을 믿는다. ”

어떤 나라는 아직도 군인을 존중은커녕 무시한다. 적대시(敵對視)까지 한다. 공개적으로 면박(面駁)을 주고 명예심을 사정없이 깎아내린다. 아예 짓밟아 버린다. 아직 전쟁이 끝나지 않은 大韓民國에서 볼 수 있는 현상이다. 국회의 청문회에서 자행되고 온 국민에게 생중계된다. 그래도 국민의 다수가 그 정치인들과 집단을 지지한다. 이런 나라에 전쟁이 발발하면 과연 자신의 목숨을 걸고 국민을 지키려고 할 군인이 있을까?

大韓民國은 징집제(徵集制)이다. 그런데도 군대(軍隊)를 안 갔다 온 국회의원이 약 30%나 된다고 한다. 대부분이 전과자(前科者)이기 때문이다. 문제는 이들이 현역 장군(將軍)을 포함 군 전체를 모독하고 멸시한다는 것이다. 어느 나라든 자국(自國)의 군대에서 발생하는 사건·사고를 군법정(軍法廷)이 아닌 일반 사회로 끌어내 사사건건 공개적으로 비난하고 모욕하는 집단은 없다. 적(敵)에게만 이로울 뿐, 자국민 모두에게는 해롭기 때문이다. 이 국회의원들은 군 장성과 지휘관을 증인으로 국회에 불러내어 면전(面前)에서 야멸찬 목소리로 마치 비행 청소년을 다루듯이 퇴장을 시키는가 하면 발언에 문제가 있다며 훈계를 했다. 또 다른 의원은 군 장성을 ‘한 발 들고 두 손 들고 서 있으라’라고 했다고 한다.

공교롭게도 이 현역 장성을 벌주고 훈계하고 조롱한 두 의원은 군미필자(軍未畢者)다. 사정이 어떠했던 군(軍)에 가지 않은 사람도 꽤 있다. 해외여행을 하다 보면 한국인들끼리 만나는 경우도 더러 있다. 이런저런 얘기를 나누다 보면 군 관련 얘기도 나온다. 이때 두 부류의 사람을 봤다. 자신이 군 미필자임을 밝히는 자와 안 밝히는 자다. 전자(前者)는 군에 못 간 것을 스스로 미안해하는 표현과 함께 군사 문화를 존중하는 면이 있고, 후자(後者)는 자신의 군필 여부를 밝히지 않은 체, 군인과 군사 문화를 통째로 무시하거나 비난하는 태도를 보였다. 국회 청문회에서 현역 장군을 능멸한 군 미필자인 두 국회의원은 전자일까? 후자일까? 한반도에 전쟁이 발발하면 자식에게 목숨을 바쳐 나라를 지키자고 할까? 서둘러 이미 마련해 둔 도피처(일본·미국)으로 도망가자고 할까?

이 이야기는 삿포로 시내의 싸이제**라는 제법 큰 대중식당에서 한국인들과(6명) 나눈 얘기 중 일부다. 이곳은 현지인들은 물론 한국인들도 많이 오는 유명한 식당이다. 메뉴도 다양했다. 스파게티, 함박스테이크, 샐러드, 오징어 먹물 파스타, 하몽, 시금치 베이컨 볶음 등, 마치 온 가족이 서울의 대형 패밀리 레스토랑에 온 착각이 들 정도다.

The history of mankind is a history of conflict. Military morale determines whether a war is won or lost. Until recently, warriors who have been ignored and mocked by their peers have never won a battle. Soldiers who are despised by their own people do not risk their lives to defend them. As a result, everyone dies as slaves. Women know this instinctively. It's what all great powers have in common, from ancient Greece to the present. They told their sons and their loves going to war, "You should slash the enemy's throat on the battlefield. Alternatively, fight courageously and die with honor. Don't return, cowardly (Tresantes) guy.“

Korea still ignores soldiers. They publicly criticize them and actively damage their reputations. They completely shatter them. This is a regular occurrence in Korea that is both humiliating and persistent. This occurred at a hearing in the Korean National Assembly, which was broadcast live to the whole country. Nonetheless, the majority of people in Korea favor trashy politicians. If war breaks out in such a country, will any soldier risk his life to protect the people?

The Republic of Korea uses a draft system. Still, over 30% of parliamentarians are not required to serve in the military. No group in any country publicly condemns and mocks soldiers' mishaps in their own military. Such an act would assist the adversary while harming all of their countrymen. These MPs summoned an incumbent general and a commander before the National Assembly as witnesses. They publicly treated the general like he was a naughty adolescent. They corrected him. Another lawmaker allegedly instructed the general to "stand with one foot up and two hands up.“

Interestingly, the two MPs who punished and humiliated the current general did not serve in the military. When I meet Koreans on vacation overseas, we discuss the military. At the time, I recognized two categories of people. They reveal whether or not they have served in the military. If a war breaks out on the Korean Peninsula, I'm wondering if they'd be willing to give their lives to defend their country. Perhaps surely they will hasten to depart Korea with their kids?“

This was one of the topics we discussed with Koreans at "Saije**" in central Sapporo, a very popular restaurant. It is a popular restaurant that attracts both locals and Koreans. There were also several menus. Spaghetti, hamburger steak, salad, squid ink spaghetti, harmonies, stir-fried spinach with bacon. It felt like the entire family is at a huge family meal in Seoul.
