To allay these suspicions and to harness to its cart the strongest of all political motives, the craving for freedom, socialism began increasingly to make use of the promise of a "new freedom". The coming of socialism was to be the leap from the realm of necessity to the realm of freedom. It was to bring "economic freedom", without which the political freedom already gained was "not worth having". . Only socialism was capable of effecting the consummation of the agelong struggle for freedom in which the attainment of political freedom was but a first step.
  
  The subtle change in meaning to which the word freedom was subjected in order that this argument should sound plausible is important. To the great apostles of political freedom the word had meant freedom from coercion,
  
  freedom from the arbitrary power of other men, release from the ties which left the individual no choice but obedience to the orders of a superior to whom he was attached. The new freedom promised, however, was to be freedom from necessity, release from the compulsion of the circumstances which inevitably limit the range of choice of all of us, although for some very much more than for others. Before man could be truly free, the "despotism of physical want" had to be broken, the "restraints of the economic system" relaxed.
  
  Freedom in this sense is, of course, merely another name for power! or wealth. Yet, although the promises of this new freedom were often coupled with irresponsible promises of a great increase in material wealth in a socialist society, it was not from such an absolute conquest of the niggardliness of nature that economic freedom was expected. What the promise really amounted to was that the great existing disparities in the range of choice of different people were to disappear. The demand for the new freedom was thus only another name for the old demand for an equal distribution of wealth. But the new name gave the socialists another word in common with the liberals and they exploited it to the full. And although the word was used in a different sense by the two groups, few people noticed this and still fewer asked themselves whether the two kinds of freedom promised really could be combined.
  
  이러한 의심을(사회주의는 자유를 속박한다는) 완화시키고 자유에 대한 열망이라는 가장 강력한 정치적 동기를 장착하기 위하여 사회주의는 '신자유'의 약속을 점점 더 많이 이용하기 시작하였다. 사회주의의 도래는 필요의 영역으로부터 자유의 영역으로 의 도약이 될 것이다. 사회주의는 “경제적 자유”를 가져올 것이다. 경제적 자유가 없이는 이미 획득한 정치적 자유는 “가질 만한 가치가 전혀 없기” 때문이다. 사회주의만이 자유를 위한 오랜 투쟁을 효과적으로 완수할 수 있으며 이 투쟁에서 정치적 자유는 첫 단계에 불과하다.
  
  이 주장이(신자유주의) 타당하게 들리도록 하기 위하여 자유가 적용되는 단어의 의미에서의 미묘한 변화가 중요하다. 정치적 자유의 위대한 使徒(사도)들에게는 그 단어는 강압으로 부터의 자유, 타인들의 자의적인 권력으로 부터의 자유, 개인으로 하여금 자신이 속한 상관에게 복종만 하게하는 속박으로 부터의 해방을 의미하였다. 그러나 신자유는 필요(물질적)로부터의 자유, 우리 모두의 선택의 범위를 불가피하게 제한하는, 비록 일부에게는 더 많이 제한하지만, 환경의 강제로 부터의 석방을 약속하였다. 인간이 진실로 자유로울 수 있기 전에 '육체적 궁핍의 독재'가 분쇄되어야 하며, '경제제도의 제약'이 완화되어야 한다.
  
  물론 이런 의미에서의 자유는 권력이나 부에 대한 또 다른 명칭에 불과하다. 그러나 비록 이런 신자유의 약속들이 사회주의 사회에서의 물질적 부를 크게 증대할 것이라는 무책임한 약속과 종종 짝을 이루지만 경제적 자유를 기대할 수 있는 것은 인색한 자연의 절대적 정복으로 부터가 아니다. 그 약속이 실제로 의미하는 것은 다양한 인민들의 선택의 범위에 있어서 현존하는 불평등이 사라질 것이라는 것이다. 그래서 신자유에 대한 요구는 부의 평등한 분배에 대한 이전의 요구의 또 다른 명칭일 뿐이다. 그러나 새 명칭은 자유주의자들과 공통되는 또 하나의 이름을 사회주의주자들에게 주었고 사회주의자들은 그 이름을 최대로 악용하고 있다. 비록 그 말은 두 집단에(자유주의자들과 사회주의자들) 의해서 다른 의미로 사용되고 있지만 이것을 인식하고 있는 사람은 거의 없고 이 두 종류의 자유가 실제로 결합될 수 있는지 없는지에 대해서 의문을 제기하는 사람들은 더욱더 없다.
  
  * 해설
  
  유전학자들은 인간을 비롯한 지구상의 모든 생명체는 유전인자의 로봇(robots of genes)이라고 한다. 모든 생존활동은 유전인자의 각본에 따라 일어나고 있다는 것이다. 그래서 생명체 각각은 식물이든 동물이든 본능에 따라 자신에게 가장 적절한 방식으로 살아가게 되어 있다. 삶의 방식이 유전인자에 입력이 되어 있기 때문이다. 그래서 사회주의의 삶의 방식이 인간의 본성에 가장 적합한 것이라면 인간은 애초부터 사회주의 체제를 채택하고 살아왔을 것이다. 예나 지금이나 변함없이 사회주의 사회에서 살고 있을 것이다. 역사는 그렇지 않다는 것을 보여준다.
  
  본성에 거역하는 삶은 반드시 재앙을 초래한다. 20세기 이후 나타난 사회주의 국가들이 예외 없이 참혹하게 실패하는 것은 인간의 본성에 맞지도 않는 사회주의를 강행하였기 때문일 것이다.
