  여행 중 만난 사람들 74 – 서울에 핵폭탄이

  어제오늘 국내 뉴스 초점은 마드리드의 나토 동맹국∙파트너국 정상회의에 참석한 윤석열 대통령이다. 그중에서도 윤 대통령의 북핵 문제에 대한 발언이 먼저 눈에 띄었다. 평소 나의 관심사였기 때문이다.
  
  그는 나토 정상회의에서 지도자들에게 북핵 문제에 지속적인 협력을 당부했다. 그는 “북한을 비핵화의 길로 끌어내기 위해서는 무모한 핵∙미사일 개발 의지보다 국제 사회의 비핵화 의지가 더 강하다는 것을 분명하게 보여줘야 한다”라고 밝혔다.
  
  나는 최초의 원폭 투하 현장인 히로시마와 나가사키 현장을 직접 본 뒤 원폭의 위력을 실감한 적이 있다. 현장을 직접 보기 전에 읽고 들었던 원폭에 관한 느낌과 인식과는 완전히 달랐다.
  
  핵무기 보유국인 주요 5개국은 논외로 하고, 인도와 파키스탄 그리고 이스라엘과 스위스를 여행할 때 나는 그들에게 핵무기에 관해 많이 물어보곤 했다. 내가 꼭 그들에게 한 말은, “당신들은 진정 최강국입니다. 정말 부럽습니다.”였다. 지금도 마찬가지다.
  
  스위스와 이스라엘에서는 그들과 대화를 통해 그들이 실제로 핵에 대한 지식뿐 아니라, 핵전쟁에 대비한 훈련과 준비물이 얼마나 철저한지를 보고 반성과 함께 깊은 감동을 받았다. 그들의 집에는 일종의 국민방독면이 있었고 핵공격 대피소도 있었다. 그러면서도 그들은 정신적 긴장감을 조금도 풀지 않고 있음을 보았다.
  
  우리나라와는 달라도 너무나 달라서 할 말이 없을 정도였다. 국민의 생명과 재산을 지키는 것이 정부, 국가의 첫째 의무이지만 실행치 않고 있다. 물론 국민도 요구하지 않는다. 지인들에게 자식과 손주를 진심으로 사랑한다면 무엇보다도 먼저 방독면을 선물로 사주라고 했더니 대부분이 반박했다. 왜 불길한 생각을 하느냐고, 왜 불안감을 부추기느냐고, 왜 긍정적으로 생각하지 않느냐고, 하물며 같은 민족에게 핵을 쏘겠느냐고도 했다. 근거 없는 낙천론과 긍정론, 그 대가(代價)로 지난 역사에서 960번의 외침을 받고 결국 경술국치(國權被奪)를 당했다. 공짜는 없는 법.
  
  치앙마이에서 레프팅을 할 때다. 영국인 친구가 구명조끼를 입는 것을 보고 말했다, “이곳에선 익사하고 싶어도 물 깊이가 너무 낮아서 거의 불가능하다.” 그의 답, “그 1%의 가능성이 나에게 올 수 있기 때문에 이게 필요하다.”였다.
  
  생각해 본다. 서울 상공에서 히로시마급의 원폭(폭발력: TNT 15000~20000톤)이 터지면 어떻게 될까?
  
  지상 건물들은 모두 박살나고(히로시마 건물처럼), 백 수십만이 사망할 것이며 경기도 대부분 지역도 온전치 못할 것이다. 열폭풍, 충격파, 방사능과 방사선, 낙진 등으로 온 나라가 순식간에 생지옥이 될 것이다. 북괴의 핵무기는 77년 전의 히로시마 급과는 비교가 안 될 만큼 폭발력이 강화됐다. 남한 전체 어디를 가든 온전치 못할 것이 불을 보듯 뻔하다.
  
  그나마 다달이 있었던 민방위 훈련 사이렌 소리는 어느새 사라진 것 같고, 예비군 훈련, 국민 화생방(化生放) 훈련도 있는 듯 없는 듯하다. 하물며 지진 발생과 핵폭탄 대피 훈련은 아예 정부도 국민도 걱정은커녕 남의 일이다. 군인다운 군인의 모습도 먼 옛날 얘기 같다. 훈련과 규율이 힘들고 엄하다고 공개적으로 불평하고 급기야는 엄마에게 전화하면 그 엄마는 부대에 항의 전화도 한다고 하니…이스라엘의 마사다에서 봤던 그들의 군인 정신과 자꾸 비교된다. 더하여 한국인 상당수는 사드 배치도 반대, 미국도 일본도 반대다. 이들의 공통점은 북한과 중공은 절대 반대는 물론 욕도 비판도 않는다는 것. 이러고도 망하지 않는 것은 역시 기적의 나라 한국에서나 가능하지 않을까.
  
  꼭 당부하고 싶은 것이 있다. 윤석열 대통령은 가능한 한 빨리 직접 이스라엘을 방문할 것을 권한다. 그리고 물어야 한다. 왜 그들은 자국의 안보를 지키는데 다른 나라의 지원 또는 협력을 구하지 않는지. 그리고 마사다 요새를 직접 올라가 보시길!

  When I traveled to India, Pakistan, Israel and Switzerland, I used to ask them a lot about nuclear weapons. I just said to them, "You are truly the strongest nation. I'm so jealous." The same is true now.
  
  I was deeply moved to see how thorough the training and preparations for nuclear war were in Switzerland and Israel, as well as their knowledge of nuclear weapons. Their home had a kind of national gas mask and a nuclear attack shelter.
  
  It was completely different from Korea. It is the government's first duty to protect people's lives and property, but they are not doing it. Strangely, of course, the people do not ask for it. When I asked my acquaintances to buy gas masks as gifts if they truly love their children and grandchildren, most of them refuted. They said this. Why do you think ominously, why do you incite anxiety, why do you not think positively, and North Korea will not shoot nuclear weapons at the same people. In return for unfounded optimism and positivity, Koreans received 960 cries in their past history and eventually lost our country. Because nothing is free.
  
  When I was rafting in Chiang Mai, Thailand with an English friend, I saw him wearing a life jacket and said, "Even if you want to drown here, the depth of the water is so low that it's almost impossible." His answer, "That 1% chance may come to me."
  
  What would happen if an atomic bomb of the Hiroshima level exploded over Seoul (15,000 to 20,000 tons of TNT)?
  
  All buildings on the ground will be smashed (like Hiroshima) and hundreds of thousands of people will die. Most parts of Gyeonggi-do Province will also suffer great damage. Heat storms, shock waves, radioactivity, radiation, and fallout will quickly make the whole country a living hell. North Korea's nuclear weapons have become more explosive than the level of Hiroshima 77 years ago. We cannot avoid it wherever we go in the entire South.
  
  At least the monthly sound of civil defense training sirens disappeared. The reserve forces and the national chemical, biological and radiological exercises are the same. The government and the public are not worried about the earthquake and the drill to evacuate nuclear bombs. There is no such thing as a soldier. Moreover, soldiers complain and protest that training is difficult.
  
  I keep comparing them to the spirit of their soldiers I saw in Masada, Israel. In addition, S. Korean leftists oppose the THAAD deployment. They oppose neither the USA nor Japan. Their common ground is that they never oppose N. Korea or the Chinese Communist Party. Funny, but it's also a miracle that Korea doesn't ruin.
  
  I recommend that President Yoon Seok-yeol visit Israel in person as soon as possible. And he should ask them. Why they don't ask for other countries' support or cooperation in protecting their own security. Last, he should try up to Fort Masada himself!
  
  The country was doomed when literature, art, and welfare ignored and despised martial arts, military affairs, and military culture.
