  영어는 나에게 우물 밖 세상을 보는 창이다.
  
  인간의 활동은 생산성을 전제로 한다. 그것이 정신적이든 물질적이든 그렇다. 경제의 기본 원리는 최소의 비용으로 최대의 효과를 얻는 것. 개인적이든 국가적이든 이 원리에서 출발한다.
  
  특히 오늘날 세계는 4차 5차 산업에 국운(國運)을 걸고 경쟁을 하는 살벌한 세상이다. 우리 한국의 경우 지금까지도 그러했듯이 앞으로도 결코 양보할 수 없는 절대적 경쟁력은 곧 반도체 등 기술 경쟁력이다. 쉽게 말해 머리 좋은 인재(人才)를 과학기술 등 첨단산업 현장에 투입하고 또 세계 시장에 내보내는 것이다. 판로(販路)를 확보 못 하면 망한다. 생사(生死)를 결정하는 국제간의 무역 전쟁이다. 국익을 위해 모든 수단을 다 동원한다. 정확한 정보를 바탕으로 한 전술과 전략은 필수 중 필수다.
  
  그렇다면, 그 말이 옳다면 그 정보의 매개체(80%의 영어)를 가장 잘 이용하는 국가가 성공할 수밖에 없다. 역사가 이를 증명한다. 고대 중세 근현대사를 통틀어, 기독교가 세계적 종교가 된 것은 물론(바울은 당시 세계 언어인 그리스어와 라틴어에 통달함), 페니키아 해상무역, 로마, 포르투갈, 스페인, 네덜란드, 영국, 미국 등이 당대에 패권국(霸權國)이 된 것도 모두 이들이 세계화 정보에 앞서갔기 때문이다. 그 바탕에는 당시의 세계어를 가장 효율적으로 활용한 지혜가 있었다. 금세기(今世紀) 세계 공용어인 영어 교육에 각국이 엄청난 시간과 비용을 쏟아붓는 이유도 바로 여기에 있다.
  
  나는 순수한 개인적 체험담만을 얘기할 수밖에 없다. 지금까지 수많은 나라의 도시와 지방과 마을을 배낭 여행했다. 숙소는 당연히 세계 배낭 여행자들이 모이는 YH, GH 등이다. 여기서 실감한 건 이들이 자국인(自國人)들끼리가 아닌 이상 어딜 가나 세계 공통언어인 영어만 쓴다는 것. 다 아는 얘기겠지만, 한국인과 일본인이 만나도, 이스라엘인과 독일인이 만나도, 미국인과는 적대 관계인 아랍인이 만나도, 독일인과 프랑스인, 이태리인과 그리스인, 중국인과 러시아인, 폴란드인과 독일인, 대만인과 한국인, 네팔인과 필리핀인, 브라질인과 아르헨티나인, 인도인과 태국인이 만나도…유일한 소통 언어는 영어뿐이었다.
  
  나는 곧잘 현지의 학교 등 영어 교육과 관련된 곳을 찾거나 영어에 관한 대화들을 많이 나눈다. 그리고 그들의 영어에 대한 열기가 한국만큼 대단함을 보면서 그 중요성을 실감하게 된다. 오죽하면, 러시아의 푸틴과 북한의 김정일 그리고 일본까지 이에 합세했을까.

  푸틴, “블레어와 통역 없이 얘기하겠다”
  
  블라디미르 푸틴 러시아 대통령이 하루 한 시간씩 영어 교습을 받고 있다고 선데이 타임스가 3일 보도했다. 영어를 배우는 첫 러시아 근대 지도자인 푸틴은…거의 매일 가정교사에게 복잡한 영문법을 배우고 있다… 블레어 총리와 통역 없이 대화하기를 원하고 있으며 국제무대에서 담화를 나누지 못하는 데 지쳐 개인적인 접촉시 영어를 아는 것이 얼마나 중요한가를 깨달았다고 크렘린 소식통은 말했다. 북한도 예외가 아니다…김정일 위원장이 직접 미 국무장관에게 영어 교사 파견에 대해 논했다고 전한다.
  
  일본도 이미 메이지 정부 때부터 고위 관료층은 영어의 중요성을 깨달아 영어를 일본어로 전환하자는 운동까지 펼쳤다. 물론 실패했지만, 그들이 1880년대에 영어의 위력을 정확히 파악했다는 것이 중요하다. 2000년에 들어선 더 본격적인 영어, 특히 말하는 영어의 중요성을 강조했다. 재계 단체인 경제동우회가 앞장섰다. 그들은 공공건설에 수십조 엔을 쏟아붓지 말고 영어라는 사회간접자본에 투자할 것을 제안했다. 5000명의 미국인 영어 교사를 초빙한 것도 이때였다. 한국을 움직이는 정재계 최고 실력자들과 많이 비교되는 부분이 아닐 수 없다. <계속>

  The power of English in the world seen through my experience
  
  Thinking that human activity is based on the economic activity for profit, whether it's spiritual or material. This starts from the principle of economics of getting maximum profit with the minimum cost.
  
  In particular, today's world is a brutal world that competes for cutting-edge industries such as semiconductors. In other words, the state should put smart people into high-tech industries such as science and technology and also send them out to the world market. The government must mobilizes all means to win the international trade war that determines life or death. For this, they need and want more accurate information.
  
  Naturally, it means that the country that best uses English, the medium of information, will succeed. History proves this. Just as Christianity became a world religion (Paul mastered the world languages of the time, Greek and Latin), so were other countries.
  
  For example, the Phoenician maritime trade, Rome, Portugal, Spain, the Netherlands, the UK, and the USA became the hegemons at the time for the same reason. It's clear why most countries have been investing enormous amounts of time and money in the education of English, the world's official language in this century.
  
  I have had various experiences while backpacking through the big and small cities in many countries. The beds were those YH and GH, which were loved by backpackers around the world. What I realized here was that they all spoke English. As we all know, it was the same whether Koreans and Japanese met, Israelis and Germans met, Arabs to Americans, Brazilians and Argentines, Indians and Thais met. The only language of communication was English.
  
  I often visited places related to English education, such as local schools, or had many talks about English. And seeing that their enthusiasm for English was as great as that of Korea, I realized the importance of it. Of course, Putin in Russia, Kim Jongil in N. Korea, and Japan were no exception.
