A 'literary quadrille' has been especially choreographed for the occasion, but it is vulgar and stupid and merely bemuses the onlookers. Shocked by some of the antics in the quadrille and the degenerating atmosphere in the hall, Andrey Antonovich lapses back into his authoritarian persona and a frightened Julia Mikhaylovna is forced to apologise for him. Someone shouts "Fire!" and the news quickly spreads that a large fire is raging in part of the town. There is a stampede for the exits, but Andrey Antonovich screams that all must be searched, and when his distressed wife calls out his name he orders her arrest. Julia Mikhaylovna faints. She is carried to safety, but Andrey Antonovich insists on going to the fire. At the fire he is knocked unconscious by a falling beam, and although he later recovers consciousness, he does not recover his sanity, and his career as governor comes to an end. The fire rages all night, but by morning it has dwindled and rain is falling. News begins to spread of a strange and terrible murder: a certain Captain, his sister and their serving maid have been found stabbed to death in their partially burned down house on the edge of town.
  
  Stavrogin and Liza have spent the night together and they wake to the dying glow of the fire. Liza is ready to leave him, convinced that her life is over. Pyotr Stepanovich arrives to impart the news of the Lebyadkins' murder. He says the murderer was Fedka the Convict, denies any involvement himself, and assures Stavrogin that legally (and of course morally) he too is in the clear.

  Peter 그룹의 조직원들은 노골적으로 야비하게 굴고 러시아에 대한 증오심이 강렬하게 타오르는 기만적인 인간들이다. Virginsky의 聖名祝日(성명축일) 파티에서 조직원 개개인에 대한 소개가 있었다. 여기에서 Peter가 유럽 혁명본부에서 받아온 지령이 전달된다. Peter는 그들이 '5인 위원'으로 구성된 광대한 비밀 조직망의 일부라고 밝힌다. 그러나 5인 그룹의 활동은 이념주의자들의 과신과 자만이 빚어내는 신랄한 笑劇(소극)일 뿐이다. 그들은 세계를 조직화하기 위해 모였다지만 단 하나의 회의도 효율적으로 진행시키지 못한다. 그들은 사회적 화합이라는 복음을 전파하고 보편적 인류애를 설교하기 위해 모였지만 상호간의 증오와 불화 때문에 혼란에 빠진다. 그들은 자유주의의 꽃으로 자부하지만 그들의 머릿속에 있는 추상적인 인류애는 그들의 사악한 행위와 코믹할 정도로 모순된다. 이상과 현실간의 상극이 무자비하게 노출된다. 생각과 행동이 相反(상반)하며 일치하지 않는 것이다.
