오늘날 大韓民國은 옛날과 달리 세계의 흐름, 즉 국제사회의 정치 경제 사회 문화 그리고 안보 등에 큰 영향력을 미친다. 지구촌과 밀접한 관계를 맺고 있다는 뜻이다. 국내에서 일어난 사건·사고가 더 자세히 더 빨리 외신(外信)을 타고 세계로 퍼져나간다.
최근에 부산에서 발생한 전과 4범의 정치꾼 피격사건도 마찬가지다. 그러나 나는 이 사건을 계기로 평소 내가 중요시하는 로마자 표기법에 대해 논하고자 한다. 앞서 언급했지만, 오늘날 한국은 옛날과 다르다. 실제로 한국말을 배우는 외국인들이 많다. 내가 영어를 배울 때 서양인을 보면 다가가 영어 연습을 했듯이, 이젠 외국인들이 나를 보면 한국말로 인사를 하는 등 한국어 연습을 한다. 가슴 뿌듯한 일이다. 역시 나라는 무조건 잘 되고 볼 일이다.
우리가 묵고 있는 숙소의 30대 카운터 매니저가 나에게 물었다. 상당히 지적이고 학구적 인상이다. 자기는 한국인 관광객을 많이 접함으로 한국어를 열심히 배우는데 너무 어렵단다. 예를 들어보라고 했더니 최근에 계속 TV 뉴스에 보도된 ‘부산대학교병원(Pusan National University Hospital)’ 이름을 됐다. ‘부산’이라는 도시는 하나인데 영어(로마자)표시는 왜 두 개냐는 것이다. ‘Busan’과 ‘Pusan’의 차이점을 모르겠다는 것이다. 즉 ‘부산시’ 혹은 ‘부산역’을 표시한 로마자는 ‘Busan’으로 표기하고 같은 ‘부산시’에 있는 ‘부산대학교’는 왜 ‘Pusan’이냐는 것이다.
말하자면 ‘도쿄(Tokyo)’에 있는 ‘도쿄대학’의 이름(Tokyo University.)이나, 뉴욕(New York)에 있는 ‘뉴욕 대학(New York Univ.)’의 이름이 같듯이 ‘부산’과 ‘부산대학’도 그래야 하는데 한국은 그렇지 않다는 것. 그 이유가 궁금하다는 것이다.
사실 그가 옳다. 델리(Delhi)의 델리대학(Delhi Univ.), 방콕(Bangkok)의 방콕대학(Bangkok Univ.), 시드니(Sydney)의 시드니대(Sydney Univ.), 치앙마이(Chiang Mai)의 치앙마이대(Chiang Mai Univ.), 런던(London)의 런던대(University of London), 모스크바(Moscow)의 모스크바대(Moscow Univ.)처럼 그곳의 도시명과 그 도시에 있는 학교명은 철자 하나 틀리지 않고 다 일치하고 있기 때문이다. 그러나 강원도(Gangwondo)의 강원과 강원대학(Kangwon National Univ.)의 강원은 서로 이름이 다르다.
사실 한국에선 대학교만 그런 게 아니다. 제주, 대구, 광주, 대전, 김포, 금강산, 북한산 등의 지역명도 다르다. 사람의 성씨(姓氏)도 그렇다. 아니 더 심각하다. 한글로 표기하면 분명 같은 성씨인데, 로마자는 제각각이다. 더 웃기는 것은 아버지의 성과 자녀의 성을 한글로 쓰면 같은데 역시 로마자로 옮기면 다른 경우도 적지 않다는 것이다.
가령 아버지의 성이 ‘박’일 때, 아버지는 ‘Park’으로, 자녀는 “Bark’으로 쓰면 두 사람 관계는 완전 남남이다. 철자 하나의 힘이다. 한국 이름도 마찬가지다. 가령 ‘박’씨를 ‘백’씨로 바꾸려면 역시 철자 하나만 바꾸면 된다. ‘아’를 ‘애’로. 실제로 이런 일로 불이익을 받거나 웃음거리가 된 사례는 많다. 대표적인 성씨를 몇 개 들면 다음과 같다.
김씨, 이씨, 박씨, 최씨, 조씨, 장씨, 정씨, 주씨, 안씨, 곽씨, 신씨 등 한글로는 하나인데 로마자로 쓰면 두 개 이상이 되는 것이다. 외국인 관점에서 헷갈릴 수밖에 없다. 다른 나라엔 없는 현상이니까. 성씨를 예로 들겠다. 물론 김, 이, 박, 최씨 하면 대부분 Kim, Park, Lee, Choi로 표기한다. 그러나 예외도 상당히 많음을 볼 수 있다. (외교부 여권과 자료 참조)

이처럼 한국의 로마자 표기법은 문제투성이다. 사실 1936년에 전 세계에 발표한 M-R(메큔-라이샤워) 시스템이 있기까지 로마자 표기법은 제각각이었다. 한국 정부도 1959년에 독자적으로 MOE(문교부) 표기법을 만들어 사용했다. 그러나 MOE 방식은 국제사회에서 거의 무용지물이었다. 정작 외국인에게 도움이 안 됐기 때문이다. 전두환 대통령이 1984년에 다가오는 86아시안게임과 88올림픽을 대비해 실제로 세계인들에게 도움이 되는 M-R 방식을 채택했다. 그러나 DJ가 집권 후 무슨 연유인지 어마어마한 국비 7000여억 원을 낭비하며 2000년에 다시 옛 방식인 MOE 시스템으로 되돌아갔다. 이는 아직도 미스터리로 남아있다.
암튼, 나름대로 자세한 설명을 했음에도 이 지배인은 여전히 고개를 흔들며 한국말은 너무 어렵다며 한숨을 쉬었다. 여러분은 이 같은 질문을 받으면 어떻게 할지 궁금하다. 아무튼, 부산에서 발생한 어느 한 정치배(政治輩)의 애매모호(曖昧模糊)한 사건이 ‘부산대학교병원’과 연계되어 한국의 고질병 중의 하나인 로마자 표기법 문제를 외국 여행 중에 매우 지적인 호텔 매니저와 다루게 될 줄은 미처 몰랐다. 재미있는 세상이다.

Unlike in the past, the Republic of Korea has a significant impact on the flow of the globe, namely on the international community's politics, economics, society, culture, and security. This indicates that Korea has strong links to the international community. Accidents in Korea spread more rapidly and in more detail throughout the world via foreign media.
The same may be said about the latest terrorist assault in Busan by an opposition party leader. However, I'd like to talk about the Roman notation that I normally use today. As previously said, Korea today is not the same as it was in the past. There are a lot of foreigners who are studying Korean. Foreigners practice Korean by greeting me in Korean, much like I used to practice English when I encountered a Westerner when I was learning English. This has everything to do with a country's national strength.
The hotel's counter manager in his thirties, inquired. He claims that learning Korean is extremely tough because he handles a lot of Korean visitors. For example, he mentioned the term 'Pusan National University Hospital,' which has been widely featured in recent TV news. He was perplexed by the fact that there is only one city called 'Busan' in Korean, but two in English. He said he had no idea what the distinction between 'Busan' and 'Pusan' was. In other words, 'Busan City' or 'Busan Station' are both labeled as 'Busan'. However, 'Pusan University' in the same 'Busan City' is not 'Busan'. He inquired as to why.
In other words, just as the name of Tokyo University in Tokyo or New York Univ in New York is the same as the name of the city, Pusan University's name should be the same. He asked me why.
In fact, he was right. Like Delhi Univ. in Delhi, Bangkok Univ. in Bangkok, Sydney Univ., Chiang Mai Univ., the University of London, and Moscow Univ. in Moscow, the names of cities and schools in the city are identical without misspelling.
It's not only Korean universities. Region names such as Jeju, Daegu, Gwangju, Daejeon, Gimpo, and so on. Most people's surnames differ, much as the names of Kangwon National University in the same location differ from the names of local governments in Gangwon Province. It is actually worse. If a Korean's last name is written in Korean, it is plainly the same. It is not the same in Roman. Even funnier is that using one's father's last name in Korean results in the same person, but translating it into Roman results in a different person.
For example, if your father's last name is Park and your child is Bark, your relationship is completely different. It is the power of one word to spell. The same applies to Korean names. For example, to change the last name from Park to Baek, you only need to change the spelling. From A to Ae. In fact, there are many cases in which such a person was disadvantaged or laughed at. Some typical surnames are as follows.
In Korean, there is one such as Kim, Lee, Park, Choi, Cho, Jang, Jeong, Joo, Ahn, Kwak, and Shin, but in Roman, there are more than two. It can only be confused from the perspective of foreigners. This phenomenon does not exist in other countries. Of course, most surnames Kim, Lee, Park, and Choi are written as Kim, Park, Lee, and Choi. However, there are quite many exceptions. In fact, there were many different methods of writing in Roman letters until the world's McCune-Reischauer Romanization System for Korean Language was announced in 1936. The Korean government also made and used the MOE (Mate of Education) notation independently in 1959. However, the MOE method was almost useless in the international community. In preparation for the 1986 Asian Games and the 1988 Olympics, Pres. Chun Doo-hwan actually adopted the MR method, which is helpful for people around the world. However, once DJ (Kim Dae Jung) took power, he spent about 710 million US dollars in public finances and returned to the previous MOE system in 2000. This appears to be an unsolvable puzzle.
Anyway, even though I gave him a detailed explanation, he still shook his head and sighed that Korean was too difficult. Anyway, I didn't know that the ambiguous incident of a sham politician in Busan would be linked to "Pusan University Hospital" and deal with Korea's illogical and impractical Romanization problem with a very intelligent hotel manager during a foreign trip.
