로이드 오스틴 미 국방장관이 북한의 계속된 도발에 대응한 주한미군의 준비태세 강화 의지를 밝혔습니다. 미국과 한국, 일본이 역내에서 안보 문제에 관해 3자 협력을 강화하고 있다는 점도 강조했습니다. 조상진 기자가 보도합니다.
  
  로이드 오스틴 미 국방장관은 17일 북한을 미국이 직면한 주요 위협 중 하나로 지목하면서 이를 막기 위한 새 회계연도 국방 예산의 중요성을 강조했습니다.
  
  [오스틴 장관]“It will help us tackle the persistent dangers from Iran, North Korea and global terrorist organizations and other malign actors. And it will help us continue to deter aggression against the United States and our allies and partners and to prevail in conflict if necessary.”
  
  오스틴 장관은 이날 하원 세출위원회 2025 회계연도 예산안 심의 청문회에서 이번에 제출한 국방 예산안은 “이란과 북한, 그리고 국제 테러 조직 및 기타 악성 행위자들의 지속적인 위험에 대처하는 데 도움이 될 것”이라고 말했습니다. 또한 “미국과 동맹국 및 파트너에 대한 공격을 계속 억제하고 필요한 경우 분쟁에서 승리하는 데 도움이 될 것”이라고 덧붙였습니다. 오스틴 장관은 또한 한국, 일본과의 안보 협력이 그 어느 때보다 좋은 성과를 내고 있다고 거듭 강조했습니다.
  
  [오스틴 장관]“We see Japan investing in a significant way in its own defense. And we see them investing in and long range strike and other things. And, they're looking to work with us to co-produce, certain items. We have a great relationship with the Republic of Korea. And we're working with ROK and Japan in a trilateral fashion to ensure that we can share missile early warning data. And that's going really, really well.”
  
  오스틴 장관은 “일본이 자국 방위에 상당한 투자를 하고 있다”면서 장거리 타격 역량에 대한 투자 등을 언급했습니다. 아울러 “일본은 특정 품목을 공동 생산하기 위해 우리와 협력하기를 원하고 있다”고 덧붙였습니다. 또 “우리는 한국과도 좋은 관계를 맺고 있다”면서 “미사일 조기 경보 정보 공유를 위해 한국, 일본과 3자 방식으로 협력하고 있으며, 매우 잘 진행되고 있다”고 강조했습니다. 오스틴 장관은 이날 청문회 출석에 앞서 제출한 서면 보고에서도 북한의 계속되는 도발 행위를 지적했습니다.
  
  [오스틴 장관]“On the Korean Peninsula, we will continue to shore up peace and security, despite the DPRK’s ongoing provocations. The FY 2025 budget request will ensure that U.S. forces in and around the Korean Peninsula remain ready to respond to aggression by the DPRK.”
  
  오스틴 장관은 “우리는 북한의 계속되는 도발에도 불구하고 한반도에서 평화와 안보를 계속 강화할 것”이라고 밝혔습니다. 그러면서 “우리가 요청한 2025 회계연도 예산안은 한반도 내외의 미군이 북한의 공격에 대응할 준비 태세를 갖출 수 있도록 보장 할 것”이라고 말했습니다. 또한 북한 도발에 대응해 한국, 일본과의 양자 협력 및 3자 협력을 강화하고 있다는 점도 강조했습니다.
  
  [오스틴 장관]“With our allies in the Republic of Korea and Japan, we are reinforcing our extended-deterrence commitment and strengthening bilateral and trilateral cooperation. That includes information sharing, joint exercises, new missile-warning data-sharing systems, and increased U.S. rotations. To deter the threat that the DPRK’s nuclear weapons and ballistic-missile programs pose to the American homeland, we have increased rotations of strategic assets to the Korean Peninsula and returned to large-scale, combined, live-fire exercises with the Republic of Korea.”
  
  “우리는 동맹국인 한국 및 일본과 함께 우리의 확장억제 공약을 보강하고 양자 및 3국 협력을 강화하고 있으며, 여기에는 정보 공유와 합동 훈련, 새로운 미사일 경보 정보 공유체계, 그리고 미군 순환 배치 증가 등이 포함된다”는 설명입니다. 또 “북한의 핵무기와 탄도미사일 프로그램이 미국 본토에 가하는 위협을 억지하기 위해 한반도에 대한 전략 자산의 순환배치를 늘렸고, 한국과의 대규모 연합 실사격 훈련도 재개했다”고 밝혔습니다.
  
  한편 이날 청문회에 함께 출석한 찰스 브라운 미 합참의장은 중국, 러시아, 이란과 함께 북한을 미국의 당면한 위협이라고 지적했습니다.
  
  [브라운 의장]“China, our pacing challenge continues its risky behavior around the globe, the newly aggressive Russia with its unprovoked war against Ukraine, a reckless Iran who as we saw just this past weekend, attempts to escalate regional conflict with unprecedented attacks in support of proxy forces, It destabilizing North Korea, which threatens regional security and violent extremist organizations which leverage instability to advance their cause. These challenges are interconnected, which demands a strategic approach addressing the immediate threats while also preparing for future contingencies.”
  
  브라운 의장은 “미국의 ‘추격하는 도전’인 중국이 전 세계에서 위험한 행동을 계속하고 있으며, 공격적인 러시아는 우크라이나에 대한 근거 없는 전쟁을 일으켰다”고 지적했습니다. 또 “무모한 이란은 대리 세력 지원을 통한 전례 없는 공격으로 역내 분쟁을 확대하려 하고 있고 불안정을 야기하는 북한은 역내 안보를 위협하고 있으며 폭력적인 극단주의 조직은 자신들의 목적을 위해 불안정을 이용하고 있다”고 말했습니다.
  
  그러면서 “이러한 도전은 서로 연결돼 있기 때문에 당면한 위협에 대처하는 동시에 미래의 우발 상황에 대비하는 전략적 접근이 필요하다”고 강조했습니다. 브라운 의장은 이날 청문회에 제출한 서면 보고에서도 북한의 핵과 탄도미사일 프로그램이 미국과 역내 동맹국들을 계속 위협하고 있다고 평가했습니다.
  
  [브라운 의장]“North Korea’s advancing nuclear program threatens U.S. interests and regional stability. Its ongoing and increasingly aggressive ballistic missile research and testing represent a threat to our homeland and to our Allies and partners in the Indo-Pacific. Additionally, recent information has indicated that North Korea provided Russia with ballistic missile launchers and ballistic missiles, which is a notable and concerning escalation in North Korean support for Russia.”
  
  브라운 의장은 “북한의 핵 프로그램 진전은 미국의 이익과 역내 안정을 위협하고 있다”며 또 “북한의 지속적이고 점점 더 공격적인 탄도미사일 연구와 실험은 우리 본토와 인도태평양 동맹국 및 파트너들에게 위협이 되고 있다”고 말했습니다.
  
  아울러 “최신 정보에 따르면 북한이 러시아에 탄도미사일 발사대와 탄도미사일을 제공한 것으로 나타났다”면서 “북한의 대러시아 지원이 두드러지고 우려할 만한 수준으로 확대된 것”이라고 지적했습니다. 또 “북한은 여러 유엔 안보리 결의를 정면으로 위반하면서 탄도 미사일과 기술을 계속 시험하고 있으며, 러시아에 탄도 미사일을 이전하고 있다”고 비판했습니다.
  
  [브라운 의장]“North Korea continues to test ballistic missiles and technology while also transferring ballistic missiles to Russia in direct violation of multiple United Nations Security Council resolutions. The Joint Force will focus efforts on addressing our pacing challenge while simultaneously preparing for and responding to the acute Russian threat and the challenges posed by North Korea, Iran, and Violent Extremist Organizations (VEOs).”
  
  그러면서 “함참은 러시아의 심각한 위협과 북한, 이란, 폭력적 극단주의 조직(VEO)이 제기하는 도전에 대비하고 대응하는 동시에 ‘추격하는 도전’인 중국 문제를 해결하는 데 노력을 집중할 것”이라고 강조했습니다.
  
  앞서 조 바이든 대통령은 지난달 의회에 8천 952억 달러 규모의 2025 회계연도 국방예산안을 제출했습니다. 이번 국방 예산은 지난해보다 1% 증액됐지만 물가상승률을 감안하면 사실상 삭감됐습니다.
  
  미 국방부는 F-35 전투기와 원자력추진잠수함 예산 등을 줄이고 차세대요격미사일(NGI)에 대한 예산도 축소할 예정입니다. 다만 중국을 견제하기 위한 인도태평양 관련 국방예산은 확대하고 중국과 러시아의 핵무기 증강에 대응해 대륙간탄도미사일(ICBM)과 전략폭격기, 핵잠수함 등 3대 핵전력을 현대화하는 데 492억 달러를 책정했습니다.
