북한이 세계 평화와 안정, 질서를 위협하고 있다고 신임 인도태평양사령관이 지적했습니다. 자유롭고 개방적인 인도태평양을 지키기 위한 동맹국과의 협력도 강조했습니다. 김영교 기자가 보도합니다.
  
  새뮤얼 파파로 신임 미국 인도태평양사령관이 3일 중국, 러시아와 함께 북한을 전 세계를 위협하는 세력으로 지목했습니다. 파파로 사령관은 이날 하와이 호놀룰루에 있는 인도태평양사령부에서 거행된 취임식에서 이같이 말했습니다.
  
  [파파로 사령관]“Our world faces a complex problem set in the troubling actions of the People's Republic of China and its rapid build-up. We must be ready to answer the PRC increasingly intrusive and expansionist claims in the Indo Pacific region…Russia, North Korea and violent extremist organizations also threaten the peace, stability and order.”
  
  존 아퀼리노 전 사령관 후임으로 이날 취임한 파파로 사령관은 “우리 세계는 중국의 우려스러운 행동과 급속한 (군사력) 증강이라는 복잡한 문제에 직면해 있다”면서 “우리는 인도태평양 지역에서 점증하는 중국의 침략적이고 팽창주의적인 주장에 대응할 준비를 갖춰야 한다”고 강조했습니다. 이어 “러시아, 북한 그리고 폭력적인 극단주의 단체들도 평화와 안정, 질서를 위협하고 있다”고 말했습니다.
  
  파파로 사령관은 “자유롭고 개방적인 인도태평양을 지키기 위해 동맹국과 파트너, 합동군과 함께 노력할 것”이라면서 “투명성과 협력, 공정한 경쟁과 법치를 특징으로 하는 국제 질서를 수호할 것”이라고 강조했습니다.
  
  [파파로 사령관]“We will work in concert with allies and partners and our joint teammates to preserve the free and open Indo-Pacific…We will safeguard the international order characterized by transparency, cooperation, fair competition, and the rule of law.”
  
  지난해 7월 아퀼리노 사령관 후임으로 지명된 파파로 사령관은 지난 2월28일 상원 인준을 통과했습니다. 전 해병대원의 아들이자 2차 세계대전에 참전한 수병의 손자인 파파로 신임 사령관은 지난 1987년 임관, 37년째 복무중입니다.
  
  미 해군에 따르면 파파로 지명자는 전투기 조종사로 ‘탑건(TOPGUN)’ 학교를 졸업했고, F-14 톰캣, F-15 이글, F/A-18 호넷을 6천 시간 이상 비행했으며, 1100회의 항공모함 착륙 경력을 보유하고 있습니다. 2020년 8월부터 미 해군 중앙사령부와 제5함대, 합동해군사령부에서 근무했으며, 2021년 5월 태평양함대 사령관으로 취임했습니다.
  
  한편 이날 파파로 사령관 취임식에 참석한 로이드 오스틴 미국 국방장관은 “중국이 점점 더 강압적인 행동을 계속하고 있다”고 비판했습니다.
  
  [오스틴 장관]“Now, we still face real challenges in the region. Unfortunately, the People's Republic of China continues to engage in increasingly coercive behavior. And we can see that across the Taiwan Strait, in the East and South China Seas, among the Pacific Island countries, along the line of actual control with India, and more. The PRC is the only country with both will and increasingly the capacity to dominate the Indo Pacific and to reshape the global order to suit its autocratic vision. And that's why the PRC remains the department's pacing challenge. Meanwhile, North Korea, Russia, and violent extremist groups still threaten the security in the region.”
  
  오스틴 장관은 “미국이 인도태평양 지역에서 실질적인 도전에 직면해 있다”며 이같이 말했습니다. 그러면서 타이완해협과 동중국해, 남중국해는 물론 태평양 섬 국가들 사이에서 중국의 이런 행동을 볼 수 있다고 지적했습니다.
  
  오스틴 장관은 “중국이 인도태평양을 지배하고 독재적인 비전에 맞게 세계 질서를 재편할 수 있는 의지와 능력을 모두 갖춘 유일한 국가”라면서 “중국이 국방부의 ‘추격하는 도전’으로 남아 있는 이유는 바로 그 때문”이라고 설명했습니다. 이어 “한편 북한과 러시아, 폭력적인 극단주의 단체들이 여전히 역내 안보를 위협한다”고 지적했습니다. 오스틴 장관은 인도태평양사령부가 동맹, 파트너들과 연계해 자유롭고 열린 인도 태평양이라는 공동 비전을 진전시키고 있다고 강조했습니다.
  
  [오스틴 장관]“ And together with our unmatched network of allies, and partners, you're advancing our shared vision of a free and open Indo Pacific…our allies and partners are working together in unprecedented ways. Like the growing bilateral relationship between Japan, Republican Republic of Korea and the United States and we've continued to strengthen our ties across the region including with ASEAN, the Quad and other groups of partners.”
  
  오스틴 장관은 “우리의 동맹과 파트너들이 전례 없는 방식으로 협력하고 있다”며 “일본과 한국, 미국 사이에서 증대되는 양자 관계와 같이 우리는 동남아시아국가연합 (ASEAN∙아세안)과 쿼드 그리고 기타 협력 그룹을 포함해 역내 전역에서 우리의 관계를 지속적으로 강화해왔다”고 말했습니다.
