미국 전문가들은 미한일 3국이 실시할 연합 훈련 ‘프리덤 에지’가 전례 없는 수준의 규모와 범위가 될 것이라고 전망했습니다. 특히 미한일 3국 연합 훈련이 북한을 넘어 중국의 위협에도 대응하기 위한 것으로 해석했습니다. 김영교 기자가 보도합니다.

데이비드 맥스웰 아태전략센터 부대표는 4일 VOA와의 전화통화에서 미한일 3국이 새로 실시하기로 한 연합 훈련은 규모나 범위 측면에서 “과거에 보지 못한” 수준이 될 것이라고 전망했습니다.

[맥스웰 부대표] “there's never been an exercise at this scale and scope. I assume that this is going to be a holistic exercise air, land and sea. And how it will take place, it'll probably be multi-echelon, you know, from the theater level to the operational level, component level to the tactical level.”

한미연합사 작전참모를 역임한 맥스웰 부대표는 “이 훈련은 공중과 육지, 바다를 아우르는 포괄적인 훈련이 될 것”이라면서 “전구 수준, 작전 수준, 구성 요소 수준, 전술 수준에 이르기까지 여러 계층이 될 것”으로 예상했습니다.

지난 2일 미한일 국방장관은 싱가포르에서 열린 회의를 마친 후 발표한 공동 언론성명에서 “한반도와 인도태평양 지역 그리고 그 너머의 평화와 안정에 기여하는 미한일 안보협력을 강화하고 제도화하기 위한 새로운 구상 등을 논의했다”며 새로운 미한일 군사훈련 실시 계획을 공개했습니다.

구체적으로는 “‘프리덤 에지(Freedom Edge)’로 명명된 새로운 다양한 영역에서의 미한일 훈련을 올해 여름에 처음으로 시행하기로 합의했다”며 “3국 장관은 미한일 훈련이 2023년 8월 캠프 데이비드 정상회의에 따라 작년에 승인된 다년간의 훈련 계획에 기반해 체계적으로 시행될 것임을 재확인했다”고 밝혔습니다. 프리덤 에지의 명칭은 미한 연합훈련인 '프리덤 실드'의 첫 단어와 미일간 연례훈련 '킨 에지'의 마지막 단어에서 따온 것입니다.

또한 3국 장관은 “고위급협의, 정보공유, 3자훈련과 국방교류협력을 포함한 한미일 안보협력을 제도화하기 위해 '3국 안보협력 체계(Trilateral Security Cooperation Framework)'를 연내 작성하기로 했다”고 밝혔습니다.

브루스 벡톨 엔젤로주립대 교수는 3국 연합 훈련은 과거 양자 훈련과는 전혀 다른 차원이라고 말했습니다.

미국과 한국, 또 미국과 일본은 각각 매년 연합 훈련을 진행해 왔고 한국과 일본 군사 관계자들이 상대국에서 진행되는 연합 훈련을 참관해 왔다며, 하지만 세 나라가 함께 훈련에 참가하는 것은 그와는 완전히 다를 것이라는 설명입니다.

[녹취: 벡톨 교수] “What means a lot is the force is working together on a large scale and doing it annually, that really increases readiness.”

벡톨 교수는 “미한일 군이 대규모로 협력한다는 뜻이고, 이런 훈련을 매년 진행하게 될 경우 준비 태세가 증대될 것”이라고 말했습니다.

랜드연구소의 브루스 베넷 선임연구원은 “지난 1년 간 북한의 위협은 극도로 적대적이 됐다”면서 “이런 적대감을 통해 동맹을 와해시키고자 한 북한의 의도와 달리 미한일 3국 관계는 과거 어느 때보다 더 긴밀해졌다”고 말했습니다. 그러면서 미한일 연합 훈련을 “3국 관계 성격의 확장”으로 해석했습니다.

[베넷 선임연구원] “Historically in Korea, we've done that by linking the exercise to the war plans that we've developed with Korea. Now, if we're going to do this, also with Japan, that suggests that we're linking Japan into the US-South Korea war plans. It suggests that we're extending the nature of the relationship. We're then going to be training together, trying to figure out how each other would operate in this, so that if something, some crisis, ever occurs like anticipated, that everybody will have a pretty good idea what they ought to be doing in order to respond to the adversary.”

베넷 선임연구원은 그동안 미국과 한국은 연합 훈련과 전쟁 시나리오를 연결해 왔다면서 이번 발표는 “미국과 한국이 대비하고 있는 전쟁 시나리오에 일본을 연계시킨다는 것을 시사한다”고 말했습니다.

미국 해군 태평양사령관 출신인 해리 해리스 전 주한 미국대사는 VOA에 보낸 이메일에서 미한일 3국의 새로운 군사 훈련은 북한은 물론 더 나아가 중국의 위협에 대응하기 위한 것으로 해석했습니다.

해리스 대사는 미한일 연합 훈련은 “중국과 북한의 위협에 대한 명확한 인식뿐만 아니라 행동으로 옮길 수 있는 용기를 보여준다”고 평가했습니다.

[해리스 전 대사] “This new trilateral exercise series, Freedom Edge, is very important and, in my opinion, represents not only a clear recognition of the twin threats from China and North Korea, but also the courage to take action. Trilateral cooperation between the United States, South Korea, and Japan is essential for peace and stability in Northeast Asia. No important security, economic challenge in the region can be successfully navigated without Seoul's, Tokyo's, and Washington's active involvement.”

해리스 대사는 그러면서 “동북아의 평화와 안정을 위해서는 미국과 한국, 일본의 3국 협력이 필수적”이라면서 “미한일 정부의 적극적인 개입 없이는 동북아의 어떤 중요한 안보·경제 도전도 성공적으로 헤쳐나갈 수 없다”고 강조했습니다.

벡톨 교수도 북한과 러시아, 중국의 관계 강화가 미한일 연합 훈련 결정에 크게 영향을 미친 것으로 봤습니다.

[벡톨 교수] “The support that North Korea gets from Russia and from China is now much more open than it's ever since the Cold War. That's important. So that makes it all the more urgent that we work together with our allies, and that they work together with each other in the Asia Pacific, because the threat is not only become exacerbated in the past few years, it's become much more unpredictable.”

벡톨 교수는 북한과 중국, 북한과 러시아 간 협력으로 지난 몇 년 간 위협은 더 악화됐을 뿐만 아니라 훨씬 더 예측하기 어려워졌다면서, 아시아태평양 지역 안에서 미국과 동맹국 간 협력이 더 시급해졌다고 진단했습니다.

로버트 피터스 헤리티지재단 핵억제 및 미사일 방어 연구원은 미한일 세 나라가 지난해 8월 미한일 정상의 캠프 데이비드 회의에서부터 현재에 이르기까지 “매우 빠르게 함께 움직이고 있다”고 평가했습니다.

[피터스 연구원] “What's most striking is that three countries are moving together pretty, very quickly. I mean, from the meeting at Camp David to where they are today to now sharing missile defense data to make interceptions more plausible, to talking about a wide range of issues beyond simply the North Korea threat, which is primarily where they've been focusing on. Now they're really talking about free and open Indo-Pacific.”

피터스 연구원은 미한일 3국이 미사일 방어 데이터 공유를 통해 요격 역량을 강화함과 동시에 그동안 초점을 맞춰왔던 북한의 위협을 넘어 자유롭고 개방적인 인도태평양 등 광범위한 사안에 대해 논의하기로 한 것이라고 해석했습니다. 아울러 미한일이 3국 안보협력 체계를 구성하기로 한 것에 주목하면서, 이같은 조치가 인도태평양 지역 내에서 다각적인 안보 동맹을 만들어나갈 수 있는 기반이 될 것으로 내다봤습니다.

[피터스 연구원] “Once you start establishing frameworks and regularized meetings between ministers defense and chiefs of defense and having the uniform military engaging in actual exercises together, shoulder to shoulder, sharing information, through this kind of regularization in our architectures… that really does lay the groundwork for a defensive alliance that's multilateral, not just a series of Hub and Spoke bilateral relationships.”

안보협력 체계 구축을 통해 국방장관급 회의를 정기적으로 개최하고 연합 훈련과 정보 공유를 정례화하는 것은 일대일 관계를 구축하는 것에서 벗어나 다자적인 안보 동맹의 토대를 마련하는 것이라는 설명입니다. 피터스 연구원은 그러면서 이런 안보 동맹에는 미국과 한국, 일본은 물론 잠재적으로 다른 나라도 향후 참여가 가능할 것으로 전망했습니다.

맥스웰 부대표는 안보협력을 제도화한다는 것은 미한일 3국의 연합훈련이 연례적으로 또는 정례적으로 시행된다는 뜻이라면서, 이는 “역사적인” 일이 될 것이라고 말했습니다.

[맥스웰 부대표] “If it's institutionalized, meaning it's going to take place annually or on a regular schedule, that really is what makes it historic. But, then there will be other activities that take place that are not so visible in terms of security cooperation, whether it is, purchasing or developing weapon systems, whether it is developing new tactics, techniques and procedures. There's many things that could take place within a security cooperation framework that will enhance the ability of three countries to work together.”

맥스웰 부대표는 “3개국의 협업 역량을 향상시킬 수 있는 많은 것들이 안보 협력의 틀 안에서 일어날 수 있다”고 말했습니다.

베넷 선임연구원은 안보협력 체계는 역할 분담이나 위협에 대한 대응 조율, 새로운 전략 수립, 전략의 현실성 확인 등 다양한 요소 등을 포함시킨다고 설명했습니다.

[베넷 선임연구원] “So the framework involves a lot of different elements. Because once you've decided that you're going to have this kind of partnership, you've got to decide, Who's going to do what parts? How are we going to coordinate our efforts on the threat? What about strategy? Who's going to propose new strategy ideas? How are we going to test them? What are we going to do in our exercises? So you've got lots of different elements that have to be worked out for how a partnership here will operate, and that's the framework we've got to work out the details of how we work with each other in order to make progress.”

그러면서 안보협력 체계를 통해 향후 파트너십 관계를 진전시키기 위한 협력 방안에 있어서 세부 사항을 논의해 나가야 한다고 말했습니다.

게리 세이모어 전 백악관 대량살상무기 조정관은 안보협력 체계를 통해 미한일 3국의 안보협력을 제도화하기로 한 결정은 미한일 각국의 국내 정치적 상황에 영향 받지 않고 안보협력 관계를 유지하기 위한 노력의 일환으로 해석했습니다.

[세이모어 전 조정관] “They're trying to institutionalize trilateral military cooperation, as much as possible in order to insulate it from domestic politics. What the governments are trying to do at the professional level is establish or institutionalize these areas of cooperation in hopes that it will survive the US elections.”

특히 당장 올해 11월에 진행될 미국의 선거에서 어떤 결과가 나오든 안보협력이 지속되도록 하려는 움직임이라는 겁니다. 세이모어 전 조정관은 3국 국방장관이 성명에서 안보협력 체계 구성을 '연내' 하기로 했다고 밝힌 것은 제도화를 서두르려는 의지가 반영된 것이라면서, 제도화가 이뤄지면 미한일 3국 협력에 보호장치(protection)가 마련되게 되는 것이라고 덧붙였습니다.
