미국과 한국의 정상이 나토 정상회의를 계기로 만나 한반도 핵억제 핵작전 지침에 관한 공동성명을 채택했습니다. 북한이 한국에 핵 공격을 하면 즉각적이고 압도적이며 결정적인 대응에 직면할 것이라고 경고했습니다. 안소영 기자가 보도합니다.
  
  조 바이든 미국 대통령이 11일 북대서양조약기구(나토·NATO) 정상회의 참석을 위해 워싱턴DC를 방문한 윤석열 한국 대통령과 정상회담을 진행했습니다.
  
  두 나라는 이날 회담 후 발표한 공동성명에서 “양국 정상이 2023년 4월 ‘워싱턴 선언’ 발표 이후 확장억제에 관한 미한 안보협력에서의 진전을 재확인하기 위해 2024년 7월 11일 만났다”면서 “미한 핵협의그룹(NCG) 출범 이래의 진전은 양국이 진정한 글로벌 포괄 전략 동맹이며 어느 때보다 강력한 상호방위 관계를 맺고 있고 한반도의 평화, 안정 및 완전한 비핵화에 대한 공동의 이익을 가지고 있음을 보여준다”고 설명했습니다.

Biden of the United States of America (U.S.) and President Yoon Suk Yeol of the Republic of Korea (ROK) met on July 11, 2024 to reaffirm the advancements in U.S.-ROK security cooperation on extended deterrence since their announcement of the U.S.-ROK Washington Declaration in April 2023. The progress made since the establishment of the U.S.-ROK Nuclear Consultative Group (NCG) demonstrates the truly global, comprehensive, strategic alliance between the two countries, the ever-stronger mutual defense relationship, and our shared interest in peace, stability, and the complete denuclearization of the Korean Peninsula.”
  
  특히 미한 정상은 이번 회담을 통해 “워싱턴 선언의 공약을 재확인하고 북한의 한국에 대한 어떠한 핵 공격도 즉각적이고 압도적이며 결정적인 대응을 초래할 것임을 강조했다”고 성명은 밝혔습니다. 또한 “바이든 대통령은 한국에 대한 미국의 확장억제 공약이 핵을 포함한 모든 범주의 미국 역량으로 뒷받침된다고 거듭 강조했다”고 명시하고 “윤 대통령은 모든 범주의 한국 역량이 미한동맹의 연합 방위 태세에 크게 기여할 것임을 재차 강조했다”고 덧붙였습니다.
  
  [공동성명]“The Presidents reaffirmed their commitments in the U.S.-ROK Washington Declaration and highlighted that any nuclear attack by the DPRK against the ROK will be met with a swift, overwhelming and decisive response. President Biden reiterated that the U.S. commitment to extended deterrence to the ROK is backed by the full range of U.S. capabilities, including nuclear. President Yoon reiterated that the ROK’s full range of capabilities will greatly contribute to the Alliance’s combined defense posture.”
  
  바이든 대통령과 윤 대통령은 또한 “지속적인 양자 협의체로 창설된 NSC는 ‘워싱턴 선언’을 이행하고 확장억제에 대한 미한간 협력을 직접적으로 강화해 왔다”며 “비확산체제에 대한 북한의 위협을 관리해 왔다”고 설명했습니다. 이어 “NCG는 북한의 고도화하는 핵 위협에 직면해 한국 국민과 한반도 주둔 미군의 지속적인 안전 및 안보 보장에 중점을 두고 미한 공동 핵 및 전략 기획을 촉진해 왔다”고 덧붙였습니다.
  
  그러면서 “NCG는 유사시 미국 핵 작전에 대한 한국 재래식 지원의 공동기획 및 실행을 가능하게 하기 위한 미한동맹의 노력에 기여한다”고 평가했습니다. 아울러 “NCG는 정례화된 도상 훈련과 범정부 시뮬레이션 등을 통해 미한 연합 연습과 훈련 활동의 지속적인 개선을 촉진한다”고 밝혔습니다.
  
  [공동성명] “The NCG was established as an enduring bilateral consultative body that has implemented the U.S.-ROK Washington Declaration, directly strengthened U.S.-ROK cooperation on extended deterrence, and managed the threat to the nonproliferation regime posed by the Democratic People’s Republic of Korea (DPRK). The NCG has facilitated joint U.S.-ROK nuclear and strategic planning with a focus on ensuring the continued safety and security of the people of the ROK, as well as the U.S. servicemembers deployed to the Korean Peninsula, in the face of the advancing nuclear threat posed by the DPRK. The NCG contributes to the efforts by the U.S-ROK Alliance to enable joint planning and execution for ROK conventional support to U.S. nuclear operations in a contingency. The NCG also facilitates continuous improvement to U.S.-ROK combined exercises and training activities, including through regularized table-top exercises and whole-of-government simulations.”
  
  또한 “바이든 대통령과 윤 대통령은 미한 국방부 간의 ‘미한 한반도 핵억제 핵작전 지침’(가이드라인 지침 문서) 서명으로 증명된 NCG 첫해에 거둔 괄목할 만한 성과를 치하하고 승인한다”고 설명했습니다.
  
  그러면서 양 정상은 “보안절차 및 정보 공유 확대, 위기 및 유사시 핵 협의 절차, 핵 및 전략 기회, 미한 핵재래식 통합을 통한 유사시 미국 핵 작전에 대한 한국 재래식 지원, 전략적 메시지, 연습 시뮬레이션과 훈련, 투자 활동, 위험감소 조치 등을 포함하는 NCG 과업의 신속한 진전을 계속 이룰 필요성을 거듭 강조한다”고 밝혔습니다.
  
  [공동성명]“resident Biden and President Yoon commend and endorse the tremendous progress that the U.S.-ROK Alliance has achieved in the first year of the NCG, as evidenced by the signing of the U.S.-ROK Guidelines for Nuclear Deterrence and Nuclear Operations on the Korean Peninsula (“Guidelines document”) by the U.S. Department of Defense and the ROK Ministry of National Defense. The Presidents underscored that the Guidelines document provides a solid foundation for enhancing U.S.-ROK extended deterrence cooperation in an integrated manner. The Guidelines document provides guidance to Alliance policy and military authorities in maintaining and strengthening a credible and effective nuclear deterrence policy and posture. The Presidents reiterated the need to continue to make swift progress on NCG workstreams, including security protocols and expansion of information sharing; nuclear consultation processes in crises and contingencies; nuclear and strategic planning; ROK conventional support to U.S. nuclear operations in a contingency through conventional-nuclear integration; strategic communications; exercises, simulations, training, and investment activities; and risk reduction practices.”
  
  앞서 지난해 4월 바이든 대통령은 미국을 국빈 방문한 윤석열 대통령과의 정상회담을 통해 확장억제 강화를 골자로 하는 워싱턴 선언을 채택하고 확장억제 관련 새로운 협의체인 ‘핵협의그룹’(NCG) 설립을 선언한 바 있습니다.
  
  게리 세이모어 전 백악관 대량살상무기 조정관은 11일 VOA와의 전화 통화에서 이번 미한 정상이 채택한 공동성명은 한국에 대한 미국의 확장억제 공약을 재확인하는 “매우 강력한 성명”이라고 말했습니다.
