하이노넨 전 사무차장은 CNN이 제시한 평양 원로리 일대의 위성사진과 관련해 “핵 관련 시설이라면 우라늄과 같은 핵물질 저장고 외에도 현지에서 배기 굴뚝이 보다 선명히 보여야 한다”고 지적했습니다.

1,2차 북 핵 위기 당시 영변 핵 시설 사찰을 주도했던 하이노넨 전 사무차장은 특히 “우라늄과 플루토늄을 기반으로 한 핵탄두 제조시설이라면 그런 특징이 더욱 두드러져야 한다”고 설명했습니다. 아울러 “핵탄두의 고폭장치 부품과 관련된 활동도 보이지 않는다”고 설명했습니다.

앞서 CNN은 8일 민간 위성 업체 ‘플래닛 랩스’가 원로리 일대를 찍은 사진에서 감시시설과 고층의 주거지, 지도부 방문 기념비, 지하 시설 등이 포착됐다고 보도했습니다. 이 사진을 분석한 미들베리 국제학연구소 ‘동아시아 비확산센터’의 제프리 루이스 소장은 “트럭과 컨테이너 적재 차량 등이 포착됐고, 공장 가동이 매우 활발한 것으로 보인다”며 “북한은 핵 협상 때나 현재도 공장 가동을 늦추지 않았다"고 말했습니다.

그러나 하이노넨 전 사무차장은 “해당 보도는 이 시설이 핵과 관련된 장소라는 명확한 증거를 제시하지 않고 있다”며 “모든 군사시설에는 울타리가 설치돼 있는 게 일반적”이라고 지적했습니다.

또한 “지도자 관련 기념비도 북한 전역의 군사시설과 공공건물에서 매우 흔히 볼 수 있다”며 “이런 것들을 믿을 만한 핵 활동 지표로 간주할 수 없다고 본다”고 덧붙였습니다.

한편 하이노넨 전 사무차장은 “북한의 단호한 성명에도 불구하고, 그들이 현시점에서 미국과 대화하려 할 가능성을 배제할 수 없다”고 진단했습니다. 그러면서 “북한은 어려움에 처한 미 행정부가 대통령 선거 이전에 외교적 “승리”를 얻고자 한다고 보고, 잠정적 합의의 대가로 일부 제재의 완화를 얻어내려 할 것”이라고 내다봤습니다.

They see the US administration in multiple difficulties. North Korea may try to extract as an interim measure relaxation on some of the sanctions before the US Presidential election assuming that the US administration is looking for “the wins” in foreign policy. Due to the shortage of time and uncertainties associated with the results of the election, North Korea will likely not agree to any comprehensive solution.”

하지만 “시간이 촉박하고, 미 대선 결과가 불투명한 상황에서 북한은 어떤 포괄적인 해법에도 합의하지 않을 가능성이 크다”고 하이노넨 전 사무차장은 전망했습니다.
