  스테판 두자릭 유엔 대변인은 9일 정례기자설명회에서 구테흐스 사무총장은 북한이 ‘비핵화는 없다’며 핵무력 정책을 법제화한 데 대해 깊이 우려한다고 전했습니다.
  
  두자릭 대변인:사무총장은 최고인민회의의 ‘북한의 핵무력 정책에 관한 법률’ 채택에 대해 깊은 우려를 표하고 있습니다. 안보 원칙에서 핵무기의 역할과 중요성을 높이는 것은 핵 위험을 줄이고 제거하려는 국제사회의 수십 년간의 노력과 배치됩니다.(The Secretary-General is deeply concerned about the adoption of the Law "On the DPRK's Policy on the Nuclear Forces" by the Supreme People’s Assembly. Increasing the role and significance of nuclear weapons in security doctrines is contrary to decades of efforts by the international community to reduce and eliminate nuclear risks.)
  
  그러면서 북한은 탄도미사일 기술을 이용한 미사일 개발을 포함한 핵무기 프로그램을 추구함으로써 그러한 활동을 중단하려는 안보리의 결의를 계속 무시하고 있다고 지적했습니다. 두자릭 대변인은 이어 구테흐스 사무총장은 지속 가능한 평화와 한반도의 완전하고 검증 가능한 비핵화를 달성하기 위해 관련 주요 당사국들과 대화를 재개할 것을 북한에 재차 촉구한다고 밝혔습니다.
  
  이런 가운데 이달 유엔 안전보장이사회 의장국을 맡고 있는 주유엔 프랑스 대표부의 알렉시스 모하이스키(Alexis Mojaisky) 대변인은 9일 자유아시아방송(RFA)의 논평 요청에 프랑스는 안보리 대북 제재 준수의 중요성과 완전하고 돌이킬 수 없으며 검증 가능한 군축의 목표를 지원하는데 전념하고 있다고 전했습니다. (Regarding DPRK, France remains committed to supporting the importance of compliance with UNSC sanctions and the goal of complete, irreversible and verifiable disarmament.)
  
  한편 유엔 안보리 산하 대북제재위원회 전문가단의 에릭 펜턴-보크(Eric Penton-Voak) 조정관은 9일 자유아시아방송(RFA)에 북한의 핵 정책 발표는 전문가단에 의미있는 사안으로 큰 관심을 끌지만 제재위 전문가단의 공식적 권한과는 직접적인 관련이 없다며 구체적인 언급은 하지 않았습니다. (DPRK’s announcement of its nuclear doctrine yesterday was significant and of great interest to experts on the Panel. However, it is not directly related to the formal mandate of the Panel, which is to monitor implementation of the sanctions regime. I therefore have no comment on the announcement: I am sure diplomats will have much more to say about it.)
