  [리비어 전 수석부차관보]“I think her visit to the DMZ will be the highest profile act that the U.S. has taken physically in the region to demonstrate that commitment. And the message especially coming in conjunction with the presence of the aircraft carrier the USS Ronald Reagan and its battle group in Korea, that message is that the U.S. has a whole range of systems and technologies and capabilities that it is prepared to have at the ready in case the U.S.-ROK alliance is challenged. So it’s a pretty blunt message of the U.S. determination to North Korea.”

At the same time, it would be a timely opportunity for the Vice President to also reiterate our commitment to and offer of dialogue with the North.”

  해리스 부통령의 이번 DMZ 방문은 북한에 경고를 보낼 뿐 아니라 한국 국민들을 안심시키기 위한 목적도 있다고 전문가들은 분석합니다. 스콧 스나이더 미 외교협회 미한정책국장은 27일 VOA와 전화통화에서 한국 내에 미국의 확장억제 공약에 대한 논의가 활발한 점에 주목했습니다.
  
  [스나이더 국장]“There is an active debate in South Korea about how to meet its needs to deter against North Korea’s nuclear capability. We all know that the South Korean public is sensitive to that and increasingly they support the acquisition of independent nuclear capability. So that puts greater pressure on the U.S. to let people know that the U.S. commitment is solid.”
  
  스나이더 국장은 “북한의 핵 능력을 어떻게 억제할지에 대한 활발한 토론이 펼쳐지는 가운데, 한국 대중은 이 문제를 민감하게 받아들이고 있으며 독자적인 핵 능력 확보를 예전보다 더 지지하고 있다”며 “미국의 (방위) 공약이 확고하다는 점을 알려야 할 부담이 미국에 더욱 가중된 상황”이라고 말했습니다. 스나이더 국장은 우크라이나 전쟁과 타이완을 둘러싼 긴장이 고조되는 가운데 미국이 북한의 위협에 얼마나 관심을 기울이고 있는지에 대해서도 의구심이 제기되고 있는 상황이라고 덧붙였습니다.
  
  브루킹스 연구소의 앤드류 여 한국석좌는 타이완 비상사태시 한국의 역할에 대한 언급이 나오고 있는 상황에서 이뤄지는 해리스 부통령의 DMZ 방문은 중요한 의의를 갖는다고 평가했습니다.
  
  [여 석좌]“You could see South Korean domestic audience criticizing Yoon saying ‘well, you’re making the U.S.-South Korea as a centerpiece but it’s the U.S. that’s really dragging us into these other conflicts so are they really committed to defending the Korean peninsula or is it really about Korea supporting the U.S. initiatives elsewhere?’ So I think that this is a good reminder that the U.S. still sees deterrence and defense of the Korean peninsula as an issue of high importance.”
  
  여 석좌는 “한국 국민들은 윤석열 대통령에게 ‘미한 관계를 중심에 둔다고 했는데, 미국은 실상 우리를 다른 분쟁으로 끌고 가는 것이 아니냐? 미국이 한반도 방어에 전념하고 있는가 아니면 한국이 그저 미국의 계획을 지원하고만 있는 것인가?’ 라는 비판을 할 수 있다”고 설명했습니다. 그러면서 “이번 방문은 미국이 한반도 방어와 (북한) 억제를 중요하게 여기고 있다는 점을 상기시켜주는 좋은 계기”라고 말했습니다. 여 석좌는 “미국은 확장억제 공약에 완전히 전념하고 있다는 점을 매우 분명히 밝히고 싶어한다”고 강조했습니다.

But there’s also no doubt whatsoever in the minds of our adversary that the U.S. means business when it comes to the use and the deployment of our strategic asset to defend the ROK.”

  해리스 부통령의 방한이 진화하는 미한 동맹을 재확인하는 차원이라는 평가도 나옵니다. 앞서 미 정부 고위 관리는 이번 방한 기간 북한이 제기하는 위협뿐 아니라 미한 양국 간 경제와 기술협력, 타이완 문제와 다양한 역내, 글로벌 현안에 대한 논의가 진행될 것이라고 밝혔습니다. 여 석좌는 최근 이어진 미국 최고위급 당국자들의 방문을 상기시키며 미한 동맹이 포괄적인 관계로 진화했다고 평가했습니다.
  
  [여 석좌]“If you look back at the past year and see what was raised at these high-level visits, it’s a wide range of issues from economic security for President Biden, to the Taiwan issue with Pelosi, and now it’s really a focus on North Korea, defense of the Korean peninsula. It really does show how the U.S.-ROK alliance today is much more comprehensive than what it was at its origin.”
