  그 이유로 그는 “미국의 대북정책은 백악관이 주도하고, 바이든 행정부는 북한에 조건 없는 대화를 제안하면서 확대된 대북 외교를 모색하고 있기 때문”이라고 밝혔습니다.(The overarching U.S. policy in North Korea is guided by the White House, and the Biden administration has extended an open offer to Pyongyang for condition-free dialogue.)
  
  다만 그는 차기 미 의회가 대북 제재에서 중요한 역할을 할 것으로 전망했습니다. 코라도 국장은 “의회는 북한에 대한 경제제재 법안을 제정하는 데 있어 중요한 역할을 한다”며 “지금까지 의회의 대북 법안은 매우 초당적이었고, 앞으로도 그것이 계속될 것으로 예상되지만, 유엔 안전보장이사회에서 러시아와 중국이 새로운 다자간 제재 도입을 계속 가로막고 있는 한 일방적 제재의 실효성은 제한적”이라고 지적했습니다. (The Congress has a significant role to play in enacting legislation introducing economic prohibitions on interacting with North Korea. To date, Congressional legislation on North Korea has been highly bipartisan, and I would expect that to continue. However, the efficacy of unilateral sanctions is limited, especially so long as the introduction of new multilateral restrictions continues to be blocked by Russia and China in the UN Security Council.)

  수 김(Soo Kim) 미 랜드연구소 정책분석관은 9일 자유아시아방송(RFA)에 “만약 공화당이 하원에서 다수당을 차지한다면 2024년 미 대선에서 트럼프가 후보로 출마하는 길을 열어 줄 것”이라며 “김정은은 핵무기의 증가하는 위협에 대처하는 데 관심이 없을 수 있는 트럼프와의 핵 도박에서 새로운 기회를 찾을 수도 있다”고 밝혔습니다. (If we do see a Republican majority in Congress, this may open the door to a Trump candidacy in 2024. This spells implications for North Korea. Kim might find renewed opportunity in his nuclear gamble with Trump who may not be motivated to address the growing threat of Kim's nuclear weapons.)

(We may instead be heading towards greater instability and the scale tipping towards Kim's favor.   한편 이번 중간선거에서 한국계 하원의원 4명은 모두 당선이 유력한 것으로 전망되고 있습니다. 뉴욕타임스 등 미 언론에 따르면 앤디 김(뉴저지주 3지구) 민주당 의원은 54.9%를 득표해 3선을 확정지었습니다. 공화당의 영 김(캘리포니아주 40지구) 의원은 9일 오전 46% 개표가 진행된 가운데 59.1%를 차지해 당선이 유력한 상황입니다.
  
  일각에서는 공화당이 하원을 차지함에 따라 김 의원이 한반도 외교안보 정책에 큰 영향력을 행사하는 외교위 산하 아시아∙태평양 소위원회 위원장에 도전할 가능성도 제기하고 있습니다.
  
  ‘순자’라는 한국 이름으로 잘 알려진 민주당의 매릴린 스트리크럴드(워싱턴주 10지구) 의원과 미셸 박 스틸(캘리포니아 45지구) 공화당 의원도 모두 상대 후보를 여유 있게 제치며 당선을 확정짓거나 당선이 유력한 상황입니다.
