카멀라 해리스 미국 부통령이 북한의 대륙간탄도미사일(ICBM) 발사를 강력히 규탄하며 불법 행동을 중단할 것을 촉구했습니다. 백악관은 미 본토와 한국, 일본의 안전 보장을 위해 필요한 모든 조치를 취할 것이라고 강조했습니다. 함지하 기자가 보도합니다.
  
  태국에서 열린 아시아태평양경제협력체(APEC) 정상회의에 참석 중이던 카멀라 해리스 미국 부통령이 18일 북한의 대륙간탄도미사일(ICBM) 발사 직후 인도태평양 국가 정상급 인사들과 만나 대응 방안을 논의했습니다. 이 자리에는 기시다 후미오 일본 총리와 한덕수 한국 국무총리, 앤서니 앨버니지 호주 총리, 저신다 아던 뉴질랜드 총리, 쥐스탱 트뤼도 캐나다 총리가 참석했습니다.
  
  해리스 부통령은 이날 모두 발언에서 “가장 최근 북한의 행동은 여러 유엔 안보리 결의에 대한 뻔뻔한 위반”이라며 “이는 역내 안보를 불안정하게 하고 불필요하게 긴장을 고조시킨다”고 말했습니다.

We strongly condemn these actions, and we again call for North Korea to stop further unlawful, destabilizing acts.”
  
  이어 “우리는 이러한 행동을 강력히 규탄하며 북한이 불법적이고 불안정한 추가 행동을 중단할 것을 다시 한번 촉구한다”고 강조했습니다. 해리스 부통령은 “미국을 대표해 나는 인도태평양 동맹에 대한 철통같은 약속을 재확인한다”고 밝혔습니다.

  그러면서 “ 이 자리에 참석한 나라들과 함께 북한이 진지하고 지속적인 외교에 전념할 것을 계속 촉구할 것”이라고 덧붙였습니다.
  
  백악관은 별도의 보도자료에서 해리스 부통령이 이날 북한의 장거리 탄도미사일 시험발사에 대해 긴밀히 협의하기 위해 회의를 소집했다고 밝혔습니다. 그러면서 이날 6개국 정상이 “자국 국가안보팀과 함께 다른 동맹, 파트너들과 긴밀히 협력해 상황을 계속 평가하기로 합의했다”고 밝혔습니다.

  이어 “그들은 이번 발사가 유엔 안보리 결의에 대한 뻔뻔한 위반이라는 데 동의했으며 모든 유엔 회원국이 모든 관련 유엔 안보리 결의를 완전히 이행할 것을 촉구했다”고 덧붙였습니다. 아울러 “이 지도자들은 북한의 핵실험이 국제사회의 강력하고 단호한 대응에 직면하게 될 것이라는 점도 재확인했다”고 백악관은 전했습니다.

  이어 “그들은 북한을 위해 대화의 길이 계속 열려 있다는 점을 거듭 강조하며 북한이 불필요한 도발을 포기하고 진지하고 지속적인 외교로 복귀할 것을 촉구했다”고 말했습니다. 이런 가운데 에이드리엔 왓슨 백악관 국가안보회의(NSC) 대변인은 별도의 성명을 통해 “미국은 북한의 장거리 탄도미사일 시험발사를 강력 규탄한다”고 밝혔습니다.

The President has been briefed on the situation and he and his national security team will continue close consultations with Allies and partners — building on the President’s trilateral meeting on Sunday with Prime Minister Kishida Fumio of Japan and President Yoon Suk Yeol of the ROK, where they resolved to forge still-closer trilateral links in the security realm. The Vice President is coordinating with our allies and partners in the region while at the APEC Conference in Bangkok, Thailand.”
  
  왓슨 대변인은 바이든 대통령이 이번 상황에 대해 보고를 받았다며, 대통령과 국가안보팀은 안보 분야에서 긴밀한 3자 관계 구축을 결의한 지난 13일 기시다 후미오 일본 총리, 윤석열 한국 대통령과의 3자 회담을 기반으로 동맹, 파트너와 긴밀한 협의를 계속할 것이라고 말했습니다. 이어 해리스 부통령이 아시아태평양경제협력체(APEC) 회의 기간 역내 동맹, 파트너 국가와 조율 중이라는 사실도 거듭 확인했습니다.
  
  왓슨 대변인은 북한의 이번 발사는 “여러 유엔 안보리 결의에 대한 뻔뻔한 위반이며 불필요하게 긴장을 고조시키고 역내 안보 상황을 불안정하게 만들 위험이 있다”고 비판했습니다.
  
  [왓슨 대변인]“This launch is a brazen violation of multiple UN Security Council resolutions and needlessly raises tensions and risks destabilizing the security situation in the region. This action demonstrates that the DPRK continues to prioritize its unlawful weapons of mass destruction and ballistic missile programs over the well-being of its people. We urge all countries to condemn these violations and call on the DPRK to come to the table for serious negotiations. The door has not closed on diplomacy, but Pyongyang must immediately cease its destabilizing actions and instead choose diplomatic engagement. The United States will take all necessary measures to ensure the security of the American homeland and Republic of Korea and Japanese allies.”
  
  이어 “이러한 행동은 북한이 주민들의 안위보다 불법적인 대량살상무기와 탄도미사일 프로그램을 계속 우선시한다는 것을 보여준다”면서 “우리는 모든 나라들이 이러한 위반 행위를 규탄하고 북한이 진지한 협상을 위해 대화 테이블로 나오도록 요구할 것을 촉구한다”고 덧붙였습니다.
