미한일 3국의 동시다발적 독자 대북제재는 안보리가 정체된 상황에서 불가피한 선택이었다고 전 유엔 전문가패널 위원 등 국제 제재 전문가들이 지적했습니다. 다만 기존 유엔 안보리 대북제재만큼 효과가 있을지에 대해선 의구심을 표시했습니다. 박승혁 기자가 보도합니다.
  
  금융제재 전문가인 애런 아놀드 전 유엔 안보리 대북제재위원회 전문가패널 위원은 4일 VOA 에 미국과 한국, 일본이 공조해 동시다발적 대북 제재에 나선 것이 불가피했다는 점을 지적했습니다.
  
  [애런 아놀드 전 유엔 대북제재 위원]“The UNSC has been unable to update the sanctions regime or even muster a response to North Korea’s actions since 2017. In light of the gridlock on the Security Council, it’s important for individual states to step.”
  
  아놀드 전 위원은 유엔 안보리가 2017년 이후 북한의 행동에 대해 제재를 갱신하거나 심지어 대응책을 내놓지도 못하고 있다면서 “안보리가 정체된 상태에서 각국이 조치를 취하는 것이 중요하다”고 강조했습니다.
  
  앞서 지난 1일과 2일 미국, 한국, 일본 등 3국은 대량살상무기와 탄도미사일 개발에 관여한 북한의 개인과 단체들에 대해 각각 독자적인 대북 제재 조치들을 단행했습니다. 에이드리엔 왓슨 백악관 국가안보회의(NSC) 대변인은 2일 성명을 통해 “이러한 일치된 행동은 미국, 일본, 한국의 강화된 3국 관계를 보여준다”고 밝혔습니다.
  
  아놀드 전 위원은 북한에 대한 독자 제재, 특히 미국의 금융제재가 더 효과적일 수 있는 반면 유엔 제재는 절차를 통한 합의로 이뤄지고 국제사회에 북한의 도발을 용납할 수 없다는 강력한 신호를 보내기 때문에 중요하다고 말했습니다.

  국제 제재 전문가들은 미한일이 이번에 발표한 독자제재가 유엔 안보리 대북 제재만큼의 효력을 발휘하지는 못할 것으로 관측했습니다. 전임 클린턴 행정부와 오바마 행정부에서 제재 업무를 담당했던 조셉 디토머스 전 국무부 비확산·군축 담당 특보는 중국 러시아가 빠진 미한일 3국만의 독자 제재는 북한에 미치는 영향이 덜할 수밖에 없다고 말했습니다.
  
  [조셉 디토머스 전 국무부 특보]“In terms of sanctioning entities, working in North Korea, for example, we don't have very much reach. So unilateral sanction against an individual working in North Korea is not going to be very powerful. So I think always the preference would be a multilateral action. It's better for three countries to do this than one. But it I don't think these trilateral sanctions, most often are going to have the kind of powerful effect that a broad UN sanction.”
  
  디토머스 전 특보는 북한에 있는 개인에 대해 3국이 갖는 영향력이 적기 때문에 독자 대북제재는 별로 강력하지 않을 것이라며, 항상 우선순위는 다자간의 행동이라고 말했습니다.
  
  이어 한 나라보다는 세 나라가 함께 하는 것이 더 좋지만 삼각 대북제재는 폭넓은 유엔 제재가 갖는 강력한 효과를 내지는 못할 것으로 생각한다고 덧붙였습니다. 따라서 제재 자체보다는 미국, 한국, 일본의 삼각 공조가 더 중요성을 갖는다고 평가했습니다.

It's basically saying we're going to operate as you know, as three linked concerned countries, we're going to act in unison.”
  
  미 국방정보국(DIA) 출신으로 세계 각지의 북한 제재 회피 활동을 추적해온 브루스 벡톨 앤젤로주립대 교수는 현재 유엔 안보리 상임이사국인 중국과 러시아가 북한의 불법 행동에 조치를 취할 의도가 없다는 것이 분명하기 때문에 미한일 3국으로서는 도리가 없었다고 말했습니다.
  
  [브루스 벡톨 앤젤로주립대 교수]“It’s disappointing that we have to do that, but our countries really have no choice now because Russia and China have become much more difficult to deal with over the past three years on the UNSC.”
  
  벡톨 교수는 각국이 독자 제재를 취할 수밖에 없다는 것이 실망스럽지만, 지난 3년 간 러시아와 중국이 유엔 안보리에서 다루기가 너무 어려워졌기 때문에 각국은 다른 선택지가 없었다고 말했습니다.
  
  휴 그리피스 전 유엔 대북제재위 조정관은 5일 VOA에 미국, 한국, 일본의 3국의 개별 독자제재가 아니라 “유엔을 통해 제재를 했다면 더 좋았을 것”이라며 아쉬움을 나타냈습니다.
  
  [휴 그리피스 전 유엔 대북제재위 조정관]“It would have been better for UN sanctions, but unilateral sanctions may work if the respective financial institutions are made aware of where these individuals and entities hold accounts outside the DPRK.”
  
  다만 개별국가의 일방적 제재라도 제재 대상인 북한 개인 및 기업들이 어느 곳에 계좌를 두고 있는지 관련 금융기관들이 파악한다면 효과를 볼 수 있을 것이라고 설명했습니다. 2014년부터 2019년까지 유엔 안보리 대북제재위원회 전문가패널을 역임한 그리피스 전 조정관은 “한국·일본·미국은 유엔 안보리가 불법으로 간주하는 북한 탄도미사일 발사에 가장 많이 영향을 받는 3대 민주주의 유엔 회원국”이라며 “이 3대 유엔 회원국들이 제재 관련 행동을 밀접하게 조율하는 것은 언제나 잘된 일”이라고 말했습니다.
  
  [휴 그리피스 전 유엔 대북제재위 조정관]“As the Republic of Korea, Japan and the United States are the three democratic UN Member States most affected by the ballistic missile launches that have been deemed illegal by the UN Security Council, it is always good when these three UN Member States coordinate their sanctions-related activity together, closely. Also some of the designations reflect the sanctions stance taken by the European Union (EU). This kind of coordination with the EU is also good.”
  
  또 각국이 발표한 제재에는 유럽연합(EU)이 취한 조치들을 반영하는 내용도 있다며, 이런 식으로 EU와 조율한 것 또한 잘한 조치라고 덧붙였습니다. 3국이 유엔을 거치지 않고 장외에서 개별 제재를 가하는 것이 유엔 안보리의 권위를 저해하지 않느냐는 질문에 그리피스 전 조정관은 “그렇지 않다”면서, 오히려 유엔의 위상을 위태롭게 하는 것은 “다른 상임이사국들이 행동하지 않는 것”이라고 말했습니다.

A permanent member of the UN Security Council has also been attempting to buy ammunition or other military-related items from the DPRK because that permanent member of the UN Security Council is running low on ammunition due to a strategic blunder - the invasion of another sovereign UN Member State. So it is not the action of the RoK, the U.S. or Japan that is undermining the UN’s status at this time.”
  
  그리피스 전 조정관은 유엔 안보리의 한 상임이사국이 다른 유엔 회원국이자 주권국을 침략하는 전략적 실수를 저지름으로써 탄약이 떨어져 북한으로부터 탄약과 군용품 매입을 시도하고 있다고 말했습니다. 따라서 이 시점에 유엔의 위상을 약화시키는 것은 한국, 미국, 일본의 행동이 아니라고 강조했습니다. 벡톨 앤젤로주립대 교수는 3국이 제재를 부과하는 데 그칠 게 아니라 강력하게 집행해야 한다고 말했습니다.

There are already sanctions in place that will let us impose penalties on banks, on other financial institutions and front companies that are being operated on behalf of the North Koreans, particularly second and third party banks, such as banks in China.”
  
  북한의 핵과 미사일 프로그램을 지원하는 ‘돈줄’을 직접 추적해야 한다는 것입니다. 벡톨 교수는 중국의 제2, 제3자 은행 등 북한 측에 의해 운영되는 은행 및 금융기관, 유령회사들을 징벌할 수 있는 제재가 이미 가동 중에 있다고 강조했습니다.
