미국 정부는 북한 문제와 관련해 동맹들과의 긴밀한 공조 등 기존 접근법을 유지할 것이라고 백악관 고위 관리가 밝혔습니다. 특히 북한의 추가 핵실험 가능성에 대한 대응 방안과 확장억지 보장 조치와 관련해 한국, 일본과 심도 있게 협의하고 있다는 점을 강조했습니다. 박형주 기자가 보도합니다.
  
  백악관 국가안보회의(NSC)의 커트 캠벨 인도태평양조정관은 6일 북한 문제와 관련해 “동맹, 파트너와 확실한 보조를 맞추는 것이 최상의 접근법”이라며, 앞으로도 계속 그렇게 할 것이라고 강조했습니다.
  
  캠벨 조정관은 이날 한국의 민간연구소인 최종현학술원이 미국 버지니아주 미들버그에서 개최한 ‘트랜스 퍼시픽 다이얼로그(Trans-Pacific Dialogue)’ 포럼에서 기자들과 만나 ‘북한의 도발이 고조되는 가운데 다른 대북 접근법이 필요하지 않느냐’는 질문에 "북한 문제가 세계 무대에서 가장 어려운 과제 중 하나라는 점을 부인할 수 없다"면서 이같이 말했습니다.
  
  [캠벨 조정관]"we always are examining our assumptions. We believe that the course that we've been on has been effective and prudent, we are in very close consultation with Japan and South Korea. It's undeniable that North Korea is one of the most challenging issues on the global stage. And, you know, I think our best approach is to ensure that we are in fact, in lockstep with our allies and partners and we're going to continue with that"
  
  캠벨 조정관은 "우리는 항상 우리의 가정들을 검토하고 있다”며 “지금까지의 방향이 효과적이고 신중했다고 믿는다"며 대북정책 변화 가능성에 선을 그었습니다. 그러면서 "우리는 일본, 한국과 매우 긴밀히 협의하고 있다"며 동맹과의 대북 공조를 강조했습니다.
  
  북한의 7차 핵실험 시기에 대해선 "김정은과 그의 팀의 의사결정에 대해 우리는 많이 알지 못한다"고 말했습니다. 그러면서 "우리는 동북아시아와 세계 전반의 국제관계가 매우 민감한 시기에 (북한의) 7차 핵실험은 불안정을 초래하고 결코 도움이 되지 않을 것이라는 매우 강력한 신호를 북한, 중국, 러시아 등에 보내고 있다"고 밝혔습니다.
  
  [캠벨 조정관]"We've sent a very strong signal to North Korea to China to Russia to others, that seven nuclear tests would be destabilizing and extremely unhelpful during this delicate period and International Relations in Northeast Asia and the world generally. And what we've done here in these consultations and others is to make sure that we have the strongest possible vigilance and coordination between Japan South Korea and the United States on how we respond. So I think we're doing everything that we can at this juncture, and we frankly just don't know very much about the decision making of Kim Jong Un and his team"
  
  또한 미국과 한국, 일본이 "가능한 가장 강력한 경계태세를 유지하고 (핵실험에 대한) 대응 방안을 조율하고 있다”며 "우리는 이 시점에서 할 수 있는 모든 것을 하고 있다"고 캠벨 조정관은 말했습니다.
  
  ‘한국 내 전술핵 재배치나 북대서양조약기구(NATO·나토)식 핵공유 등을 고려하느냐'는 질문에는 "세부적인 작전 사안에 대해선 거론하지 않을 것"이라며 말을 아꼈습니다. 다만 "동맹과 파트너, 또 이를 시험하려는 이들에게 우리의 확장억지가 여전히 강력하다는 점을 분명히 하는 것이 미국의 최상의 이익과도 부합한다"고 강조했습니다.
  
  [캠벨 조정관]"I'm not going to get involved in those kinds of detailed operational issues. I would simply say that it is in the strongest American interests to ensure to allies and partners and others that would seek to test it that our extended deterrence remains strong. We are determined to maintain our nuclear umbrella under Japan and South Korea, even with the challenges that that we're facing and we are in deep consultation with allies and partners on what's necessary in terms of making sure that our deterrent steps are critical and clear."
  
  캠벨 조정관은 이어 "우리가 직면한 어려움에도 불구하고 우리는 한국과 일본에 핵우산을 유지하는 데 단호하다"고 밝혔습니다. 또 "우리의 억제 조치가 중요하고 명확하다는 점을 분명히 하기 위해 필요한 부분에 대해 동맹, 파트너들과 심도 있게 협의하고 있다"고 언급했습니다.
  
  한편 캠벨 조정관은 미국의 인플레이션 감축법(IRA)에 따른 한국산 전기차 보조금 배제 문제와 관련해선 "우리는 경제 측면에서의 모든 문제와 관련해 동맹, 파트너와 긴밀히 협의하고 있다"고 설명했습니다.
