북한의 거듭된 도발이 미한 정상의 ‘워싱턴 선언’을 촉발하고 미한일 공조도 강화시켰다고 미 국무부 차관보가 평가했습니다. 대화와 외교의 중요성을 강조하면서도 대북 제재 이행과 확대를 추구할 것이라고 밝혔습니다. 함지하 기자가 보도합니다.
  
  대니얼 크리튼브링크 미 국무부 동아시아태평양 담당 차관보는 2일 “워싱턴 선언이 발표된 건 우선적으로 전례 없고 증대되는 북한의 위협 때문”이라고 지적했습니다.
  
  [크리튼브링크 차관보]“Mr. Chairman, the Washington Declaration was issued primarily because of the unprecedented and growing nature of the threat from North Korea, which continues to launch regularly ballistic missiles, continues to issue irresponsible and threatening rhetoric that threatens violence against South Korea and the United States as well. In response to that our two presidents issued the Washington declaration.”
  
  크리튼브링크 차관보는 이날 미 상원 외교위원회가 개최한 ‘2024 회계연도 동아시아태평양 예산’ 청문회에서 최근 미한 정상이 채택한 ‘워싱턴 선언’과 관련한 질문에 이같이 답했습니다. 이어 “북한은 계속 정례적으로 탄도미사일을 발사하고 한국과 미국에 대한 공격을 협박하는 무책임하고 위협적인 발언을 하고 있다”며 “이에 대응해 우리 두 대통령이 워싱턴 선언을 발표한 것”이라고 거듭 확인했습니다.
  
  크리튼브링크 차관보는 “두 정상은 워싱턴 선언에 따라 미국이 핵 위기 시 한국과의 협의를 위해 모든 노력을 다하기로 약속했고, 두 나라가 핵과 전략 사안에 대한 계획에 관여할 수 있도록 고안된 양자 메커니즘을 신설했다는 것을 분명히 했다”고 설명했습니다. 또한 “우리는 정기적으로 전략 자산을 배치하고 한국의 재래식 자산을 미국의 전략 계획에 더 통합시키기로 합의했다”고 덧붙였습니다. 그러면서 “이건 단 한 가지 이유 때문에 행해진 것이고, 그것은 증가하는 북한의 위협”이라고 강조했습니다.
  
  [크리튼브링크 차관보]“This is being done really just for one reason, and that's the nature of the growing DPRK threat. I would say as a result of that threat, our alliance with the Republic of Korea has never been stronger, alliance with Japan has never been stronger and the trilateral work between Washington, Tokyo and Seoul has never been more robust.”
  
  특히 “그런 위협의 결과로 한국과의 동맹, 일본과의 동맹은 그 어느 때보다 강력”하며 “미국, 일본, 한국의 3국 협력도 그 어느 때보다도 견고하다”고 크리튼브링크 차관보는 말했습니다. 크리튼브링크 차관보는 “미국은 북한에 우리가 외교와 대화에 열려 있다는 점을 계속해서 분명히 하고 있다”며 외교와 대화는 “한반도 문제를 해결할 수 있는 유일한 지속 가능한 장기적 수단”이라고 강조했습니다.
  
  [크리튼브링크 차관보]“The United States continues to make clear to Pyongyang that we are open to diplomacy and dialogue, which will be the only sustainable long term means of resolving this matter. But in the meantime, in the face of the growing DPRK threat and threatening rhetoric, we will take the steps that we need to defend our allies and the American people.”
  
  다만 “그동안 우리는 증대하는 북한의 위협과 위협적인 수사에 직면해 동맹과 미국 국민을 지키기 위해 필요한 조치를 취할 것”이라고 덧붙였습니다. 또한 “북한이 외교적 관여를 계속 거부한다는 사실도 언급하고 싶다”며 “우리는 방어 역량을 강화하는 조치를 취할뿐 아니라 북한에 부과된 제재 체제를 지속적으로 이행하고 확대할 것”이라고 강조했습니다.
  
  [크리튼브링크 차관보]“Mr. Chairman, I would also say, as North Korea continues to refuse to engage diplomatically. We will also not just take these steps to strengthen our defenses but we will also continue to implement and to expand the sanctions regime that is imposed on North Korea, we will continue to impose costs for their irresponsible behavior.”
  
  그러면서 “우리는 계속해서 그들의 무책임한 행동에 대한 비용을 부과할 것”이라고 말했습니다. 이 같은 크리튼브링크 차관보의 답변에 질문자로 나선 동아태소위원장 크리스 밴 홀런 상원의원은 대북제재의 틈을 메우기 위해 국무부와 재무부가 후속 조치를 취할 수 있기를 기대한다고 말했습니다.
  
  한편 크리튼브링크 차관보는 러시아 바그너 그룹과 북한 간 무기 거래와 관련해 충분한 제재 조치가 이뤄지지 않았다는 피트 리케츠 상원의원의 지적에 “러시아가 우크라이나에서 사용할 무기를 바그너 그룹에 제공하는 것을 포함한 북한의 행동에 깊이 우려한다”고 답했습니다.
  
  [크리튼브링크 차관보]“Well, Senator, we remain deeply concerned by a range of North Korean actions including the action you've referred to of its providing weapons to the Wagner group for Russia's use in Ukraine. As you noted, we have applied to sanctions related to that action and we're committed to taking whatever actions we can to penalize those involved in that action and to deter further transactions.”
  
  이어 “그러한 행동과 관련해 제재를 부과했다”며 “우리는 그러한 행동에 연루된 자들을 처벌하고 추가 거래를 막기 위해 할 수 있는 모든 조치를 취하는 데 전념하고 있다”고 강조했습니다.
