백악관은 북한이 정찰위성 발사 성공 여부와 관계 없이 이를 통해 군사 능력을 발전시킬 것이라는 우려를 나타냈습니다. 동맹·파트너와 협력해 김정은과 북한 정권에 계속 책임을 물을 것이라는 점도 분명히 했습니다. 조상진 기자가 보도합니다.
  
  존 커비 백악관 국가안보회의(NSC) 전략소통조정관은 31일 북한의 정찰위성 발사와 관련해 “북한이 왜 (발사에) 실패했는지가 지금 주요 관심사가 돼서는 안된다”고 지적했습니다.
  
  [커비 조정관]“We know it failed and frankly, why exactly it failed shouldn't be the major concern right now. The major concern is that with each and every one of these launches, whether it fails or succeeds, Kim Jong Un and his scientists and engineers, they learn, improve, adapt and continue to develop a military capabilities. That are a threat not only on the peninsula but to the region, which is why we're going to continue to work with allies and partners on holding Kim Jong Un and his regime accountable and why we're going to do everything we can to make sure we have the proper military capabilities in the region, including training and readiness and to deal with those threats.”
  
  커비 조정관은 이날 정례브리핑에서 관련 질문에 위성발사가 기술적 문제로 실패했다는 북한 측의 발표를 봤지만 구체적으로 무슨 일이 있었는지는 모른다면서 이같이 밝혔습니다. 그러면서 “가장 큰 우려는 실패하든 성공하든 발사를 할 때마다 김정은과 그의 과학자, 기술자들이 (이를 통해) 배우고 개선하고 적응하면서 군사적 능력을 계속 발전시킨다는 것”이라고 말했습니다.
  
  아울러 “이는 한반도뿐 아니라 역내 위협”이라며 “그렇기 때문에 우리는 동맹국 및 파트너들과 함께 김정은과 그의 정권에 책임을 묻기 위해 계속 협력할 것이며, 훈련과 준비태세를 포함해 역내에서 적절한 군사 능력을 갖추고 이러한 위협에 대처하기 위해 할 수 있는 모든 일을 할 것”이라고 강조했습니다.
  
  커비 조정관은 또 ‘북한의 위성 발사가 워싱턴 선언에 따른 미한 핵협의그룹(NCG) 가동에 어떤 영향을 미쳤느냐’는 질문에는 “(핵협의 그룹은) 북한이 이번 발사를 결정하기 전에 이미 마련된 것”이라고 설명했습니다.
  
  [커비 조정관]“This was put in place before they decided to try this launch over the weekend. That said the declaration and the consultative group was certainly established as a result of the continued provocations by the DPRK over so many, many months here if not years. And it's a way to help improve our ability to be responsive to whatever threats there might be.”
  
  커비 조정관은 “워싱턴 선언과 핵협의그룹은 수개월에 걸친 북한의 지속적인 도발의 결과로 만들어진 것”이라는 점을 분명히 했습니다. 그러면서 “그것(핵협의 그룹)은 어떤 위협에도 대응할 수 있는 우리의 능력을 향상시키는 데 도움이 될 것”이라고 강조했습니다.
  
  한편 커비 조정관은 ‘북한의 대화 복귀를 위해 외교적으로 어떤 조치는 취하고 있느냐’는 질문에는 북한과의 대화에 열려 있다는 기존 입장을 다시 한번 강조했습니다.
  
  [커비 조정관]“We have been clear and consistent since the beginning of this administration that we're willing to sit down with the DPRK without preconditions to talk about the denuclearization of the peninsula. We make that case all the time. I don't have the last conversation to readout to you but it's been a consistent message that we have delivered in various ways to the DPRK and to date, they've yet to take us up on that.”
  
  “우리는 한반도 비핵화를 논의하기 위해 전제조건 없이 북한과 마주 앉을 용의가 있다는 점을 행정부 출범 초기부터 분명하고 일관되게 밝혀왔다”는 것입니다. 그러면서 “(북한과의) 최근 대화에 대해 발표할 것은 없지만, 우리는 북한에 다양한 방식을 통해 일관된 메시지를 전달했으며 북한은 아직까지 이를 받아들이지 않고 있다”고 지적했습니다.
