중국은 김정은 북한 국무위원장을 가장 불안정한 역내 행위자로 인식하고 있다고 미 국무장관이 밝혔습니다. 중국이 북한 문제에 협력하지 않는다면 미한일 3국은 더 많은 조치를 취할 것이라는 점을 중국 측에 말했다고도 전했습니다. 함지하 기자가 보도합니다.
  
  토니 블링컨 국무장관은 최근 방중 기간 중국 측에 대북 영향력 행사를 촉구했다고 밝혔습니다. 블링컨 장관은 20일 미국 ‘CBS’ 방송과의 인터뷰에서 ‘중국으로부터 김정은과 그의 미사일, 핵 프로그램에 대한 압박을 돕겠다는 약속을 받았느냐’는 질문에 “약속은 없었다”면서도 “그러나 나는 중국이 역내에서 가장 불안정한 행위자가 반복된 미사일 실험과 심지어 7차 핵실험 가능성이 있는 김정은이라는 점을 이해하고 있다고 생각한다”고 답했습니다.
  
  [블링컨 장관]“No commitment, but I think China understands that the most destabilizing actor in the area is Kim Jong-un with his repeated missile tests and possibly even a seventh nuclear test. And here’s what I told our Chinese counterparts: We want their cooperation in trying to move Kim Jong-un away from all this testing of missiles, and to a negotiating table to deal with the nuclear program, to deal with the missile program. But if they can’t or won’t use their influence with North Korea to do that, for whatever reason, then we have to continue to take steps along with Korea, along with Japan, to protect ourselves, to protect our allies.”
  
  이어 “나는 중국 측에 ‘우리는 김정은이 모든 미사일 실험으로부터 멀어지고 핵과 미사일 프로그램을 다루기 위한 협상 테이블로 움직이도록 하는 데 있어 중국의 협력을 원한다’는 점을 중국 측 카운터파트에게 말했다”고 전했습니다.
  
  그러면서 “만약 그들이 어떤 이유로든 북한에 대한 영향력을 사용하지 못하거나 그렇게 하지 않는다면 우리는 한국, 일본과 함께 우리 자신과 동맹을 보호하기 위한 조치를 취할 수밖에 없다”고 강조했습니다. 블링컨 장관은 “더 많은 방어 자산을 역내에 배치하는 것과 함께 훈련하는 것을 포함한 이러한 조치는 중국을 겨냥하진 않지만, 아마도 중국이 좋아하진 않을 것”이라고 덧붙였습니다.
  
  [블링컨 장관]“And these are steps that are not directed at China, including more defense assets right in the region – exercises, work together – not directed at China, but that China probably won’t like. So, our expectation is that China will find ways to use the influence it has with North Korea. Again, in the past we’ve had some success at doing that. But they need to recognize that if they don’t or won’t, for whatever reason, then we have to take steps to defend ourselves.”
  
  이어 “따라서 우리는 중국이 북한에 대한 영향력을 사용할 방법을 찾을 것으로 기대한다”며 “과거 우리는 그렇게 하는 데 어느 정도 성공을 거뒀다”고 밝혔습니다. 그러면서 “어떤 이유로든 그렇게 하지 않거나 하지 않으려 한다면 우리가 스스로를 보호하기 위한 조치를 취해야 한다는 것을 그들은 인식해야 한다”고 거듭 강조했습니다.
  
  블링컨 장관은 ‘이런 점을 구체적으로 시진핑 주석에게 제기했느냐’는 추가 질문에 “그렇다”며 “다른 두 명의 대화 상대인 국무위원(겸 외교부장)과 외사판공실 주임에게 자세히 제기했고, 더 일반적으로는 시진핑에게 그렇게 했다”고 설명했습니다.
  
  [블링컨 장관]“Oh, I did. Oh, yes, right. Well, raised that in detail with my two other interlocutors, the state councilor and the director for foreign policy, and more generically with Xi Jinping. We had – we spent, I think, something like eight hours in conversation with the state councilor/foreign minister, about three and a half hours of conversation with Director Wang Yi, and had about maybe an hour or so with Xi Jinping.”
  
  그러면서 “국무위원 겸 외교부장과는 8시간 정도, 왕이 주임과는 3시간 반 정도, 시진핑과는 한 시간 정도 대화를 나눴다”고 부연했습니다. 이어 “시진핑 주석과의 대화는 6만 피트 상공보다도 높은 수준의 대화였다”며 “구체적인 사안은 다루지 않았다”고 말했습니다.
  
  [블링컨 장관]“The conversation with President Xi was higher-level, more at 60,000 feet. We weren’t getting into some of these specific issues. But it was very important to have that conversation with him to share what we believed we needed to do in terms of the relationship, how we need to deal with our differences, how we need to see if we can find ways to cooperate more – and that starts with this engagement, the high-level communications – getting back to the agenda that, actually, President Xi and President Biden set when they met in Bali at the end of last year.”
  
  블링컨 장관은 “그러나 관계적 측면에서 우리가 해야 할 일과 서로의 차이점을 다룰 방안, 협력 확대 방안 등을 공유하기 위해 그와 대화하는 건 매우 중요했다”고 말했습니다. 이어 “이런 것들은 이번 만남, 즉 고위급 소통에서 시작된다”며 “이를 통해 시 주석과 바이든 대통령이 작년 말 발리에서 설정한 의제로 돌아가는 것”이라고 덧붙였습니다.
  
  앞서 블링컨 장관은 18일과 19일 이틀에 걸쳐 중국 베이징을 방문해 친강 중국 국무위원 겸 외교부장, 왕이 공산당 중앙정치국 위원, 시진핑 국가주석을 차례로 만났습니다.
  
  미국 국무장관의 중국 방문은 바이든 행정부 출범 이후 처음이자 전임 트럼프 행정부 당시 마이크 폼페오 국무장관의 지난 2018년 10월 방중 이후 약 4년 8개월만입니다. 당초 블링컨 장관은 지난 2월 중국을 방문하려 했지만 중국의 정찰 풍선 사태가 불거지면서 약 4개월간 미뤄졌었습니다.
