미국 국무부가 미한일 정상회의가 다른 나라의 전략적 안전을 해치는 행동이라는 중국의 주장을 일축했습니다. 북한이 지속적으로 러시아에 군사 지원을 하는 것에 대한 우려도 나타냈습니다. 박형주 기자가 보도합니다.
  
  베단트 파텔 국무부 부대변인은 18일로 예정된 미한일 정상회의를 “도발적이거나 긴장을 조성하기 위한 어떤 조치나 시도로 볼 이유가 없다"고 밝혔습니다. 파텔 부대변인은 15일 정례 브리핑에서 캠프 데이비드에서 열리는 미한일 정상회의에 대해 중국이 강력히 반발하고 있다는 지적에 대해 이같이 답했습니다.
  
  [파텔 부대변인]"There is no reason to view this summit as a provocative or any kind of step or effort to incite tension. What this is about is deepening our partnership and collaboration on a number of areas that we believe are in the mutual shared interest of our three countries and a lot of those are going to be in a lot of various spaces."
  
  그러면서 이번 정상회의는 3국의 상호 공동 이익에 부합하는 여러 분야에 대한 파트너십과 협력을 강화하기 위한 것이라고 파텔 부대변인은 말했습니다.
  
  중국 외교부의 왕원빈 대변인은 앞서 이날 정례 브리핑에서 미한일 정상회의에 대한 입장을 묻는 질문에 "중국은 관련 국가가 각종 소집단을 만드는 것에 반대하고 대립을 격화하는 것에 반대하며 다른 나라의 전략적 안전을 해치는 행동에 반대한다"고 말했습니다.
  
  또한 중국 관영 '글로벌타임스'도 자국 전문가의 주장을 인용하는 형식으로 미국의 한국·일본과 군사협력 강화는 아시아 지역에 작은 북대서양조약기구(NATO·나토)를 만들려는 것이라며, 지역의 평화와 안정을 위협하게 될 움직임에 전 세계가 경계해야 한다고 주장했습니다. 이에 대해 파텔 부대변인은 "이번 정상회의는 자유롭고 개방된 태평양에 대한 비전을 공유하는 국가들을 한자리에 모으는 것"이라고 말했습니다.
  
  [파텔 부대변인]"what this summit is about is getting countries together that share a vision of a free and open world of free and open Pacific, an area that is interconnected where people and goods can flow appropriately, where countries are free from coercion and able to choose their own path, and that is what we're looking forward to having the leaders to discuss this at the end of this week at Camp David, and I'm sure that they will have more to announce from there as well.”
  
  즉 사람과 상품이 적절하게 이동할 수 있고 각국이 강압으로부터 자유롭고 스스로의 길을 선택할 수 있는 상호 연결된 세계에 대한 비전을 공유하는 국가들을 한자리에 모으는 것이라는 설명입니다.
  
  파텔 부대변인은 그러면서 "이번 주 말 캠프 데이비드에서 정상들이 이에 대해 논의할 수 있기를 기대하며, 그곳에서도 더 많은 발표가 있을 것으로 확신한다"고 덧붙였습니다. 파텔 부대변인은 또한 중국과 관련해 "우리의 접근 방식은 처음부터 일관돼 왔다"면서 바이든 행정부의 대중 접근 원칙을 설명했습니다
  
  [파텔 부대변인]"So I will say a couple things about that first. The important thing to remember is that our approach to the PRC has been consistent from the beginning, and part of that, and you've seen the Secretary and others talk about this is not just investing our within ourselves within the United States, but also deepening our alliance and convergence with our partners and allies, including of course the ROK and Japan. And to be clear, as you've heard us say before. Or we do not seek conflict or confrontation or a new Cold War. And you've seen consistent efforts on this from this administration to manage our competition with the PRC responsibly. But another piece of this Kylie, is that we are not asking countries to choose between the United States and the PRC. What this is about is offering countries a choice of what partnership with the United States could look like, what a shared vision for a free and open world, and in a free and open Indo Pacific can look like."
  
  파텔 부대변인은 "우리는 갈등이나 대립, 신냉전을 추구하지 않는다"면서 "정부는 중국과의 경쟁을 책임감 있게 관리하기 위해 일관되게 노력하고 있다"고 말했습니다. 아울러 "우리는 각국에 미국과 중국 중 하나를 선택하라고 요구하지 않는다"면서 "각국에 미국과의 파트너십이 어떤 모습일지, 자유롭고 개방된 세계와 인도태평양에서 공유된 비전이 어떤 모습일지 선택할 수 있는 기회를 제공하는 것"이라고 말했습니다.
  
  파텔 부대변인은 한일관계에 대한 질문에서는 "두 나라가 각자의 양자 관계에 대해 말하도록 하겠다"면서도 미국의 입장에선 "한국과 일본이 협력을 심화하는 것을 분명히 환영한다"고 말했습니다.
  
  또 미한 간 핵협의그룹(NCG)의 3자 확대 가능성에 대해선 "캠프 데이비드 정상회의가 열리고 거기서 나올 결과물이나 발표에 대해 정상들이 말하게 할 것"이라고 말했습니다. 다만 "이번 정상회의가 역내 파트너인 한국, 일본과의 협력을 심화, 강화할 수 있는 중요한 기회라는 토니 블링컨 국무장관의 발언을 상기한다"고 덧붙였습니다.
  
  파텔 부대변인은 이어 이번 미한일 정상회의가 북한을 자극해 자진 월북한 킹 이병의 안위에 부정적인 영향을 주는 것 아니냐는 질문에는 '가설적인 질문에 대해선 추측하고 싶지 않다"고 언급했습니다.
  
  [파텔 부대변인]"But I think to your point, potential provocative action, potential activities by the DPRK that can be deemed as irresponsible and reckless as destabilizing to the region is one of the many things for why such a trilateral engagement is so important and why we are taking these steps to further deepen our partnerships with the ROK in Japan."
  
  또한 킹 이병에 상황에 대해선 새롭게 업데이트 된 것이 없다고 설명했습니다. 그러면서 "잠재적인 도발적 행동을 비롯해 역내 불안정을 야기하는 무책임하고 무모한 것으로 간주될 수 있는 북한의 잠재적 활동은 이러한 3국 협력이 중요한 이유와 미한일 협력을 더욱 강화하기 위해 이러한 조치를 취하는 이유를 말해준다"고 덧붙였습니다. 한편 파텔 부대변인은 '북러 군사협력이 누구에게도 위협되지 않는다'는 러시아 국방장관의 발언도 반박했습니다.
  
  [파텔 부대변인]"You’ve heard us speak about this a little bit before and we continue to remain deeply concerned that the DPRK continues to provide military support to Russia's war of aggression against Ukraine and the Defense minister Shoigu, as you noted, traveled to the DPRK to convince North Korea to sell more munitions to Russia to support Russia's war. Another piece of this is Russia having to rely on the support of interlocutors like the DPRK, like Iran who has provided them drones, as you've heard us talk about before. I will also note that our information indicate that Russia is seeking to increase this kind of military cooperation with the DPRK and so again any kind of security cooperation or arms deal between north. Korea and Russia would certainly violate a series of UN Security Council resolutions."
  
  북한이 러시아의 우크라이나 침략 전쟁에 군사적 지원을 계속하는 것에 대해 여전히 우려하고 있다는 것입니다. 또한 쇼이구 국방장관이 러시아 전쟁을 지원하기 위해 북한이 러시아에 더 많은 군수품을 판매하도록 설득하기 위해 북한을 방문했다는 점도 언급했습니다. 그러면서 "러시아가 북한과 이런 종류의 군사 협력을 확대하려 한다는 정보에 주목할 것"이라면서 "북-러 간 안보 협력이나 무기 거래는 일련의 유엔 안보리 결의를 확실히 위반하는 것"이라고 지적했습니다.
  
  세르게이 쇼이구 러시아 국방장관은 이날 열린 11차 모스크바 국제안보회의에서 최근 자신의 방북과 관련해 "군사 협력 발전은 양국 국민의 핵심 이익에 부응하며 어느 누구에게 어떤 위협도 제기하지 않는다"고 말했다고 ‘AP’ 통신 등은 보도했습니다.
