미국과 한국, 일본, 영국이 북한과 러시아 간 무기 거래 협상을 비판하며 즉각 중단할 것을 촉구했습니다. 러시아가 안보리 상임이사국의 책임을 저버리고 북한과 협력하는 건 부끄러운 일이라고 비판했습니다. 함지하 기자가 보도합니다.
  
  미국과 한국, 일본, 영국이 북한과 러시아 간 무기 거래 시도를 강하게 규탄했습니다. 린다 토머스-그린필드 유엔 주재 미국 대사는 30일 유엔 안보리 회의장 앞에서 4개국을 대표해 낭독한 공동성명에서 “오늘 우리는 새롭고 매우 우려스러운 정보를 공유하기 위해 이 자리에 섰다”며 “러시아와 북한 간의 무기 협상이 활발히 진전되고 있다”고 밝혔습니다.
  
  [토머스-그린필드 대사]“We are here today to share new, deeply troubling information: Arms negotiations between Russia and the DPRK are actively advancing…Russia is negotiating potential deals for significant quantities and multiple types of munitions from the DPRK to be used against Ukraine. These potential deals could also include the provision of raw materials that would assist Russia’s defense industrial base. In its pursuit of these weapons, Russia will violate Security Council resolutions, including resolutions Russia itself voted for. Any such arms deal would be a serious violation of resolutions the Security Council adopted, unanimously, after the DPRK’s past nuclear tests and ballistic missile launches.”

  토머스-그린필드 대사는 “그런 결의는 러시아를 포함한 모든 유엔 회원국이 북한으로부터 무기를 조달하는 것을 금지했다”며 “이는 누군가가 러시아에 무기를 판매하면 러시아는 그의 핵무기 추구를 옹호하고 심지어 이를 가능하게 할 것이라는 잘못된 메시지를 핵확산 야심가들에게 전달하는 것”이라고 말했습니다.
  
  [토머스-그린필드 대사]“Those resolutions prohibited all Member States, including Russia, from procuring any arms from the DPRK. This sends the wrong message to aspiring proliferators: that if you sell Russia arms, Russia will defend – even enable – your pursuit of nuclear weapons. On numerous occasions, the DPRK has publicly said it will not sell arms to Russia. We urge the DPRK to cease its arms negotiations with Russia and abide by the public commitments Pyongyang has made.”
  
  이어 “북한은 러시아에 무기를 판매하지 않겠다고 공개적으로 여러 차례 밝혔다”면서 “우리는 북한이 러시아와의 무기 협상을 중단하고 공개적으로 한 약속을 준수할 것을 촉구한다”고 밝혔습니다. 공동성명은 최근 세르게이 쇼이구 러시아 국방장관이 지난달 북한의 전승절 기념 열병식에 참석한 사실도 강도 높게 비판했습니다.
  
  [토머스-그린필드 대사]“It is shameful that the Russian Federation – a permanent member of the Security Council – participated in a celebration of the DPRK’s continued pursuit of nuclear weapons delivery systems. The United States is now able to share that Shoigu’s visit was more than just a photo op. Russia used this visit to the DPRK to try to convince Pyongyang to sell artillery ammunition to Russia. Since then, Vladimir Putin and Kim Jong Un have exchanged letters pledging to increase their bilateral cooperation. Our information further indicates that, following Shoigu’s visit, another group of Russian officials traveled to the DPRK for follow-up discussions about potential arms deals between the DPRK and Russia.”
  
  “안보리 상임이사국인 러시아가 북한의 지속적인 핵무기 운반 시스템 추구를 기념하는 행사에 참여한 건 부끄러운 일”이라는 지적입니다.
  
  이어 “이제 미국은 쇼이구의 방북이 단순한 사진 촬영 이상의 의미가 있었다는 사실을 공유할 수 있게 됐다”며 “러시아는 북한이 러시아에 포탄을 판매하도록 설득하기 위해 (쇼이구의) 방북을 활용한 것”이라고 꼬집었습니다. 그러면서 “우리의 정보는 쇼이구의 방북 이후 또 다른 러시아 관리들이 북한과 러시아 간 잠재적 무기 거래에 대한 후속 논의를 위해 북한을 방문한 사실도 보여준다”고 덧붙였습니다.
  
  4개국은 공동성명에서 “안보리 이사국으로서 책임을 저버리고 핵확산 정권을 지지하는 러시아의 행동 양상은 용납될 수 없다”며 “이에 따라 미국은 러시아와 북한 간 무기 거래를 촉진하기 위해 노력하는 개인과 기관을 폭로하고 제재하면서 직접적인 조치를 취하고 있다”고 강조했습니다. 이어 지난 16일 미국 재무부가 북러 간 불법 무기 거래에 관여한 러시아와 슬로바키아, 카자흐스탄 소재 기업 3곳을 제재한 사실을 구체적인 사례로 제시했습니다.
  
  [토머스-그린필드 대사]“Russia’s pattern of behavior – flouting its responsibilities as a member of the Security Council, propping up proliferating regimes – is unacceptable. The United States is therefore taking direct action – by exposing and sanctioning individuals and entities working to facilitate arms deals between Russia and the DPRK. On August 16th, we designated additional entities tied to an already sanctioned evasion network attempting to support illicit DPRK-Russia arms deals.”
  
  토머스-그린필드 대사는 “러시아가 잔인한 침략 전쟁 지원용 무기와 장비 획득을 위해 불량 정권으로 눈을 돌리고 있다는 더 많은 정보를 입수하는 상황에서 우리는 침묵할 수 없고, 그렇게 하지도 않을 것”이라고 밝혔습니다.
  
  [토머스-그린필드 대사] “We cannot – and we will not – stay silent as we receive more information that Russia continues to turn to rogue regimes to try to obtain weapons and equipment in order to support its brutal war of aggression. We will continue to work with allies and partners to identify, expose, and counter Russian attempts to acquire military equipment from the DPRK or any state that is prepared to support Russia’s war in Ukraine. And we will keep strengthening cooperation to address the DPRK’s weapons of mass destruction and ballistic missile programs.”
  
  이어 “우리는 북한에서, 혹은 러시아의 우크라이나 전쟁을 지원하려는 어떤 나라에서든 군사 장비를 획득하려는 러시아의 시도를 발견하고 폭로하며 대응하기 위해 동맹, 파트너와 계속 협력할 것”이라고 말했습니다. 또한 “북한의 대량살상무기와 탄도미사일 프로그램 문제를 해결하기 위한 협력도 계속 강화할 것”이라고 덧붙였습니다. 토머스-그린필드 대사는 ‘이번 사안을 논의하기 위해 러시아, 북한 측 대화 상대와 접촉했느냐’는 질문에 “구체적으로 이 문제를 놓고 북한이나 러시아와 만난 적은 없다”고 답했습니다.
  
  [토머스-그린필드 대사]“I have not met with either North Korea or Russia on on this particular topic. But as you know, we have been proactively working with our partners to ensure that the Security Council engage on these issues, calling on both Russia and China to support our efforts to both condemn but also to continue to support the resolutions that they have already agreed to.”
  
  이어 “알다시피 우리는 안보리가 이 문제에 관여하도록 파트너와 적극적으로 협력해 왔으며, 러시아와 중국 모두에 북한을 규탄할 뿐 아니라 이미 자신들이 합의한 결의를 계속 지지할 것을 요구했다”고 말했습니다.
  
  한편 4개 나라는 공동성명에서 이날 북한의 탄도미사일 발사와 관련해 “우리는 북한이 오늘 오전에 또다시 발사를 감행했다는 보도를 주시하고 있다”며 “추가 조사를 진행하고 있지만 우리는 북한이 도발적인 행동을 자제하고, 대신 우리의 수많은 대화 제안 중 하나를 받아들일 것을 촉구한다”고 밝혔습니다.
