백악관 고위 관리가 북한과 러시아의 무기 거래 가능성에 거듭 우려를 나타냈습니다. 무기 거래가 이뤄질 경우 미국뿐 아니라 국제사회도 좌시하지 않을 것이라고 경고했습니다. 함지하 기자가 보도합니다.
  
  존 커비 백악관 국가안보회의(NSC) 전략소통조정관은 북한과 러시아 간 무기거래 협상을 면밀히 주시할 것이라며, 거래가 이뤄질 경우 이들에게 대가가 따를 것이라고 경고했습니다. 커비 조정관은 6일 미국 국무부 외신기자클럽(FPC)에서 개최한 기자 간담회에서 “나 자신을 비롯해 행정부 내 다른 인사들은 (북한과 러시아가) 서로에 대한 친밀감과 무기 거래를 성사시키기 위한 노력을 키우고 있다는 정보에 대해 매우 공개적으로 이야기해 왔다”고 밝혔습니다. 그러면서 “우리가 이를 목격할 때마다 계속해서 그렇게 하는 데 주저하지 않을 것”이라고 강조했습니다.
  
  [커비 조정관]“I myself have been, and others in the administration, very public about the information we’ve seen in terms of this growing affinity for one another and this growing effort to consummate an arms deal. And we will not shy away from continuing to call it like we see it. Again, we urge Pyongyang not to get involved in military transfers with Russia, not to get themselves involved in a war, as I just said in my opening statement, which continues at Russia’s hand to kill innocent Ukrainians and to try to take by force that which is not, nor has never been theirs, Ukrainian territory.”
  
  이어 “우리는 북한이 러시아와의 군사 거래와 이 전쟁에 관여하지 말 것을 촉구한다”며 “이건 러시아가 계속해서 무고한 우크라이나인을 죽이고 자신들의 영토가 아닌 우크라이나 영토를 무력으로 점령하려는 전쟁”이라고 지적했습니다.
  
  커비 조정관은 ‘북한의 무기가 우크라이나 전쟁에서 어떤 영향을 끼치겠는가’에 대한 질문에 “실제 무기 거래 성사 여부에 달린 일이라고 생각한다”며 “우리는 북한이 러시아 군에 주요 군수품을 제공하는 것을 보지 못했다”고 답했습니다.
  
  [커비 조정관]“I think, all that depends on whether there’s actually an arms deal consummated or not. We have not seen the DPRK provide major munitions to the Russian military. We have seen them provide some rockets and artillery ammunition to the Wagner Group; now, this was a couple months ago. We’ve not seen them provide any wholesale assistance to the Russian military, and we continue to urge North Korea not to do that. And as Mr. Sullivan said yesterday, should they choose to go ahead, there will be repercussions for North Korea, not just from the United States but from the international community.”
  
  이어 “(북한이) 바그너 그룹에 로켓과 포탄 몇 발을 제공한 적은 있지만 이는 몇 달 전의 일”이라며 “우리는 그들이 러시아 군에 대량 지원을 제공하는 것을 보지 못했고, 우리는 북한이 그렇게 하지 않도록 계속 촉구하고 있다”고 말했습니다. 그러면서 “제이크 설리번 국가안보보좌관이 전날(5일) 언급한 것처럼 만약 북한이 이를 강행한다면 미국뿐만 아니라 국제사회의 후과가 있을 것”이라고 커비 조정관은 덧붙였습니다.
  
  특히 “불과 몇 주 전에 재무부가 특정 무기 거래를 중개하는 데 직접적으로 관여한 3개 기관에 대해 제재를 가했다는 사실을 상기시키고 싶다”며 “우리는 이 사안이 어디로 향하는지, 어떻게 될지 지켜볼 것”이라고 강조했습니다.
  
  북러 무기 거래에 대응해 미한일 3국이 어떤 협력을 하고 있느냐는 질문에는 “북한과 러시아 사이에 무기 거래가 성사되지 않은 만큼 미국과 일본, 한국 사이에 이와 관련한 활발한 협의는 진행되지 않고 있다”고 답했습니다.
  
  [커비 조정관]“There has been no deal consummated between Pyongyang and Moscow with respect to arms, so there’s no active consultations going on between the United States, Japan, and South Korea with respect to that since there’s no arms deal to talk about. But your point is a really valid one: that should there be a deal – and Mr. Sullivan talked about this a little bit yesterday – one could presume, one must presume that Pyongyang would benefit from that. Now, it’s not clear to us exactly what benefits Mr. Kim is looking for. Could it be food? Could it be advanced arms and technology from Russia? We just don’t know. But we’ll be watching this very, very closely.”
  
  다만 “설리번 보좌관이 언급한 대로 만약 (북러) 협상이 성사된다면 북한이 그로부터 이익을 얻을 것이라고 추정할 수 있고, 또 그렇게 추정해야 한다”고 지적했습니다. 이어 “김정은이 (거래를 통해) 어떤 이득을 추구하는지 분명하지 않다”며 “그것이 식량인지, 러시아의 첨단 무기와 기술인지 우리는 알지 못한다”고 덧붙였습니다. 그러면서 “그러나 우리는 이 사안을 매우 면밀히 주시할 것”이라고 거듭 강조했습니다.
  
  커비 조정관은 현재 우크라이나 전장은 포탄이 매우 많이 필요한 상황이라며 “이에 따라 우리는 푸틴이 북한에서 얻고자 하는 것 중 하나가 다른 많은 군수품 중에서도 포탄이라고 생각한다”고 말했습니다.
  
  [커비 조정관]“And that is why we also believe one of the things that Mr. Putin is looking for from Pyongyang is artillery, amongst other types of munitions… Now, that’s not to say that they don’t have the capacity or capability to produce – they do and they are. But we know that it has suffered under the sanctions and export controls that have been put in place, and we’re going to continue to explore opportunities to put even more pressure on Mr. Putin. But the – that he’s reaching out to Pyongyang for munitions and artillery shells, that he has to reach out to Iran for drones and to work with Iran on potentially some sort of joint manufacturing capability for drones, that speaks volumes of how desperate Mr. Putin is to keep his war machine going.”
  
  이어 “물론 러시아에 (포탄) 생산 능력이나 역량이 없다는 뜻은 아니다”라며 “그러나 우리는 러시아가 제재와 수출 통제로 인해 어려움을 겪고 있다는 것을 알고 있고, 푸틴에게 더 많은 압박을 가할 수 있는 기회를 계속 모색할 것”이라고 강조했습니다. 그러면서 “푸틴이 북한에 군수품과 포탄을 요청하고, 이란에 무인기를 요구하며, 무인기 공동 제조를 위해 이란과 협력해야 한다는 것은 푸틴이 자신의 전쟁 기계를 가동하기 위해 얼마나 필사적인지를 말해준다”고 지적했습니다.
  
  한편 커비 조정관은 러시아와 북한, 이란, 중국을 새로운 악의 축으로 봐야 하느냐는 질문에는 “그렇게 묘사하지는 않을 것”이라고 말했습니다.
  
  [커비 조정관]“That is not – that is not how we would describe this... Obviously we take these growing relationships seriously, because we have to. These are countries – Iran, North Korea, Russia, and certainly – and certainly the PRC – that want to challenge – and I know it sounds like a bureaucratic term but it’s true – this rules-based order that the United States and so many of our allies and partners built after World War II and engendered and grew during the years of the Cold War and beyond.”
  
  다만 “분명 우리는 이러한 관계 발전을 진지하게 받아들이고 있고, 그렇게 해야 한다”면서 “이란, 북한, 러시아 그리고 분명 중국과 같은 나라들은 규칙에 기반한 질서에 도전하고 싶어한다”고 밝혔습니다. 이어 “관료적인 말처럼 들리겠지만 이는 사실”이라며 ‘규칙에 기반한 질서’는 “미국과 수많은 동맹, 파트너 국가가 2차 세계대전 이후 구축하고 냉전 시대와 그 이후 몇 년 동안 발전시키고 성장시킨 것”이라고 말했습니다.
