우크라이나에서 회수된 북한 탄도미사일 잔해에서 미국과 유럽 부품이 수 백개 발견됐다고 영국의 무기감시단체가 밝혔습니다. 이 단체는 VOA에 앞으로 부품이 북한으로 유입된 경로를 밝히고 관련 당국에 알릴 것이라고 밝혔습니다. 조은정 기자가 보도합니다.
  
  영국의 분쟁군비연구소(CAR)는 20일 우크라이나 하르키우에서 회수한 북한산 미사일 잔해의 290개 부품을 직접 조사한 결과, 부품의 75%가 미국 회사가 설계, 판매한 것으로 나타났다고 밝혔습니다. 이 단체는 이날 발표한 ‘북한 미사일, 최신 전자 부품 사용’이라는 제목의 보고서에서 이같이 밝히고, 나머지 16%는 유럽 회사, 9%는 아시아 회사와 연계돼 있다고 덧붙였습니다.
  
  [보고서]“From marks observed on these components, CAR identified 26 companies, headquartered in eight jurisdictions (China, Germany, Japan, Netherlands, Singapore, Switzerland, Taiwan, and the United States), that are linked to the production of these components. Seventy-five percent of the components documented are linked to companies incorporated in the United States. Sixteen percent of documented components are linked to companies incorporated in Europe. Nine percent of documented components are linked to companies incorporated in Asia.”
  
  이 단체는 또 부품들이 중국, 독일, 일본, 네덜란드, 싱가포르, 스위스, 타이완, 미국에 본사를 둔 26개 회사의 제품인 것으로 파악됐으며, 주로 미사일의 항법 시스템을 구성하는 것들이라고 설명했습니다.
  
  분쟁군비연구소는 유입 경로를 조사하고 있다며 구체적인 업체 이름은 공개하지 않았습니다. 이 단체는 부품의 절반에 날짜가 적혀 있었으며, 그 중 75% 이상이 2021년에서 2023년 사이 생산된 것으로 나타났다고 밝혔습니다.

  [보고서] “It shows that North Korea has been able to produce advanced weapons, integrating components produced as recently as 2023, in spite of United Nations Security Council sanctions in place since 2006 that prohibit the production of ballistic missiles by North Korea. It shows that, despite long-standing international sanctions on such activities, North Korea could have transferred the weapon to the Russian Federation after the start of the Russian full-scale invasion of Ukraine in 2022. The presence of a large proportion of recently produced non-domestic electronic components in a North Korean ballistic missile strongly suggests that the country has developed a robust acquisition network capable of circumventing, without detection, sanction regimes that have been in place for nearly two decades.”
  
  보고서는 이번 발견은 유엔 안보리 대북 제재가 2006년부터 시행되고 있음에도 불구하고 북한이 작년까지도 해외 부품을 조립해 첨단 무기를 생산할 수 있었음을 보여준다고 평가했습니다. 또 오랜 국제 제재에도 불구하고 북한이 2022년 러시아의 우크라이나 전면 침공이 시작된 이후 러시아에 이 무기를 이전할 수 있었음을 보여준다고 밝혔습니다.
  
  아울러 북한산 탄도미사일에 최신 해외 전자 부품이 상당수 탑재된 것은 북한이 거의 20년 동안 시행된 제재 체제를 우회할 수 있는 견고한 조달 네트워크를 개발했음을 보여준다고 지적했습니다. 분쟁군비연구소의 우크라이나 관련 분석 책임자인 데이미언 스플리터스 부국장은 20일 VOA와 전화통화에서 앞으로 유입 경로를 조사해 관련 당국에 알릴 것이라고 밝혔습니다.
  
  [스플리터스 부국장]“So when we identify the parties responsible for the for the diversion of those components, we will alert the proper authorities and we work directly with, you know, authorities responsible for the control of those components. And I'm not sure we will, you know, make those findings public, but we will certainly alert the proper authorities.”
  
  스플리터스 부국장은 “부품 전용에 대한 책임이 있는 당사자를 식별하면 해당 부품의 통제에 대한 책임이 있는 당국과 직접 협력할 것”이라며 “일반에 조사 결과를 공개할지는 모르겠지만 관계 당국에는 확실히 알릴 것”이라고 말했습니다.
  
  제품을 제조한 업체에 추적 요청을 한 뒤 그들과 협력해 문제가 있는 유통 경로를 다각적으로 조사해 파악할 것이라는 설명입니다. 또 “지금까지 러시아와 이란의 무기에서 발견된 부품들도 성공적으로 추적할 수 있었다”며 “북한 미사일에서 발견된 부품에 대해서도 그렇게 할 계획”이라고 말했습니다.
  
  스플리터스 부국장은 수출통제와 제재는 강력한 감시 체제가 있을 때만 효과적이라고 밝혔습니다. 그러면서 자신들이 산업계와 협력해 북한이 미사일에 필요한 부품을 어떻게 조달했는지를 밝히고 나면 당국이 역할을 해야 한다고 말했습니다.
  
  [스플리터스 부국장]“Then you know, comes the role of authorities. Like the Treasury, OFAC to take the appropriate measures to try to preempt future diversion or to list or sanction if appropriate the entities that have been identified as responsible for the diversion of such components.”
  
  스플리터스 부국장은 “미 재무부 해외자산통제실(OFAC)이 향후 전용을 방지하기 위해 적절한 조치를 취하거나 부품의 전용에 책임이 있는 것으로 확인된 기관을 제재 목록에 올릴 수 있다”고 말했습니다.
  
  백악관 국가안보회의 북한담당 국장을 지낸 앤서니 루지에로 민주주의수호재단 선임국장은 20일 VOA와 전화통화에서 “솔직히 지난 몇 년 동안 대북 제재가 제대로 이행되지 않았다”며 이번 조사 결과가 “놀랍지 않다”고 말했습니다. 그러면서 미국 정부가 북한인과 북한 기업만 제재하지 말고 중국과 러시아의 조력자들을 제재해야 한다고 지적했습니다.
  
  [녹취: 루지에로 선임국장] “when you have really minimal sanctions, when the sanctions primary focus on North Koreans, North Korean companies, North Korean individuals and others, when it and when it doesn't focus on the banks and the companies and the individuals primarily in China and Russia that are aiding North Korea, sanctions evasion, then you get these kind of, you know, loopholes that North Korea could continue to exploit.”
  
  루지에로 국장은 “북한 개인과 북한 기업만 겨냥하는 최소한의 제재만 가하고 북한을 돕는 중국과 러시아의 은행과 기업, 개인, 제재 회피에 초점을 맞추지 않으면 북한이 계속 이용할 수 있는 허점이 생기게 된다”고 말했습니다.
