미 국무부 고위 관리가 북한과 러시아의 협력을 심각한 위협으로 규정하며 가용한 모든 수단을 검토하고 있다고 밝혔습니다. 미국이나 동맹에 대한 북한의 어떤 핵 공격도 정권 종말로 이어질 것이라고 경고했습니다. 함지하 기자가 보도합니다.
  
  보니 젠킨스 미 국무부 군비통제·국제안보 차관은22일 북한과 러시아의 군사 협력에 대해 “심각한 우려이자 심각한 위협”이라고 규정했습니다.
  
  [젠킨스 차관]“I would characterize as a very serious concern, a serious threat, because we here you have both two countries of strong concern right now, not only just the DPRK and what they have been doing, but also Russia and invading Ukraine working together. Russia is giving us a lot of problems in many forums and many situations, not just in this situation, but in many other ways. So it's one of serious concern. It not only is destabilizing for the region, it's also providing Russia with more of ways in which we could continue to fight in Ukraine.”
  
  젠킨스 차관은 이날 뉴욕의 ‘코리아 소사이어티’가 개최한 대담 행사에서 “러시아는 이 상황뿐 아니라 여러 장소, 상황에서 많은 문제를 일으키고 있다”며 “그래서 이는 심각한 위협 중 하나”라고 덧붙였습니다. 그러면서 북러 협력은 “역내를 불안정하게 할 뿐 아니라 러시아가 우크라이나에서 계속 싸울 수 있는 더 많은 방법을 제공하고 있다”고 비판했습니다.
  
  젠킨스 차관은 이 문제를 해결하기 위한 방안으로 “각국이 안보리 결의의 중요성에 대해 이야기하도록 확실히 하는 것과 차단하는 방식 등이 있다”고 말했습니다.
  
  [젠킨스 차관]“And looking at all the tools that we have that we have been dealing with North Korea, you know, work with the countries to ensure that they are speaking about the importance of Security Council resolutions, looking at interdiction way- things that we can do. So, we looking at our all of our tools and figuring out how we can strengthen and adjust our tools to address what is a very concerning situation. They are very dangerous relationship in our view.”
  
  젠킨스 차관은 이어 “우리는 모든 수단을 검토하고 있다”며 “매우 우려스러운 현 상황을 해결하기 위해 우리의 수단을 어떻게 강화하고 조정할 수 있는지도 알아보고 있다”고 밝혔습니다. ‘북한이 러시아로부터 어떤 무기 혹은 기술을 획득하려는 것으로 분석하느냐’는 질문에 “전투기와 지대공 미사일, 장갑차, 탄도미사일 생산 장비와 재료 그리고 기타 첨단 기술 등”이라고 답했습니다.
  
  [젠킨스 차관]“The things I have here is fighter aircraft, surface air missiles, armored vehicles, ballistic missile production equipment or materials, and other advanced technologies… We don't exactly know everything that they're looking for, but that's our assessment, what they're looking for.”
  
  그러면서 “모든 것을 정확히 알지는 못하지만 우리는 북한이 이런 것들을 바라는 것으로 평가한다”고 말했습니다. 젠킨스 차관은 북한의 위협 강도가 점점 높아진다는 점에도 주목했습니다.
  
  [젠킨스 차관]“They began 2024 much the same way they ended 2023 with an ICBM test on January 15th and several cruise missile tests. The DPRK has also engaged in threatening and irresponsible rhetoric regarding its weapons programs, including by characterizing some of its missile launches and other military activities as trial runs for the use of nuclear weapons. Each missile launches and nuclear saber rattling speech demonstrates the DPRK's determination to advance its unlawful WMD and ballistic missile programs, underscoring the importance of growing and adapting our alliance with the Republic of Korea to better prepare to defend against potential attacks, including nuclear employment.”
  
  “북한이 1월 15일 대륙간탄도미사일(ICBM)과 다른 여러 발의 순항미사일을 시험발사하며 2023년을 마무리한 것과 마찬가지 방식으로 2024년을 시작했다”는 것입니다. 그러면서 “북한은 일부 미사일 발사와 다른 군사 활동을 핵무기 사용을 위한 시험으로 규정하는 것을 포함해 자신들의 무기 프로그램과 관련해 위협적이고 무책임한 수사를 일삼고 있다”고 젠킨스 차관은 지적했습니다.
  
  또한 “각각의 미사일 발사와 핵무장 발언은 불법적인 대량살상무기와 탄도미사일 프로그램을 발전시키겠다는 결의를 보여주는 것”이라며 “이는 핵 사용을 포함한 잠재적 공격에 대한 방어 준비를 강화하기 위해 한국과의 동맹을 발전시키고 조정하는 것이 중요하다는 점을 강조한다”고 덧붙였습니다. 젠킨스 차관은 “미국은 한국 방위에 전념하고 있다”며 “우리의 방위 공약은 철통같으며 우리의 목표는 여전히 한반도의 비핵화”라고 강조했습니다.
  
  [젠킨스 차관]“The US is committed to the defense of the Republic of Korea and remains our, and our defense remains ironclad and our goal remains to complete denuclearization of the Korean Peninsula. The Biden administration is pursuing a calibrated response to the DPRK's escalatory actions based on the degree of threat they posed to the United States and our allies. Enhancing and strengthening extended deterrence with the Republic of Korea is a priority of the administration.”
  
  또한 “바이든 행정부는 북한이 미국과 동맹에 가한 위협 정도에 근거해 북한의 긴장 고조 행위에 맞서 ‘세밀하게 조정된’ 대응을 하고 있다”며 “한국과의 확장억지력을 향상시키고 강화하는 것은 (바이든) 행정부의 우선 순위”라고 밝혔습니다.
  
  이어 워싱턴 선언 발표와 핵협의그룹(NCG) 창설, 군사훈련 증대와 미국의 전략자산에 대한 가시성 강화 등을 바이든 행정부가 확장억지력을 향상시킨 주요 사례로 제시했습니다. 그러면서 “이러한 조치는 더 강력한 억지 노력을 통해 북한의 위험하고 불안정한 활동과 수사에 대응하겠다는 바이든 대통령과 윤석열 대통령의 결의를 보여준다”고 설명했습니다.
  
  젠킨스 차관은 “이 문제에 대한 미국의 정책을 상기하는 것이 중요하다”면서 “미국이나 동맹에 대한 북한의 핵 공격은 용납되지 않고, 어떤 핵 공격도 김정은 정권의 종말로 이어질 것”이라고 경고했습니다.
  
  [젠킨스 차관]“It is important to recall U.S. policy on this issue: any nuclear attack by North Korea against the United States or its allies is unacceptable and will result in the end of the of the Kim regime and any nuclear attack by the DPRK against the ROK will be met with a swift, overwhelming and decisive response.”
  
  또한 “한국에 대한 북한의 핵 공격은 신속하고 압도적이며 단호한 대응으로 이어질 것”이라고 강조했습니다. 젠킨스 차관은 최근 자체 핵무장에 대한 한국 내 여론이 높은 데 대한 미국의 대응과 관련한 질문에는 “우리가 지금 하고 있는 일을 계속해야 한다”고 답했습니다.
  
  [젠킨스 차관]“We have to keep doing what we're doing. I mean, like you said, it's hard to always know what is the exact thing we need to do to like, convince everybody and to feel more confident in the US commitment. So you know, we did the Washington agreement, as I said, we started a new group, the NCG. We reestablished the other extended deterrence talks that we have. We, you know, during the NCG week, we had a SSBM visit to South Korea. We had a B52, also there. So we're doing everything that we can but we will continue to do this. We recognize that there still is a significant amount of public in South Korea that still doubts it, doubts US commitment, which we have said several times, is ironclad. So I think it's going to be something that we have to do, working closely with our ROK colleagues to continue to push the message…”
  
  이어 “모두를 설득하고 미국의 공약에 더 확신을 갖도록 하기 위해 정확히 우리가 무엇을 해야하는지 알기는 항상 어렵다”면서도 “우리는 워싱턴 선언을 했고 핵협의그룹을 출범시켰으며 다른 확장억제 회담을 다시 시작했다”고 말했습니다. 또한 미국의 전략핵잠수함(SSBN)과 B-52 전략폭격기 등이 한국을 방문한 사례를 거론하며 “우리는 할 수 있는 모든 것을 하고 있고, 앞으로도 그럴 것”이라고 강조했습니다.
  
  젠킨스 차관은 “여전히 한국 내 상당수의 국민들이 미국의 공약을 의심하고 있다는 것을 알고 있다”면서도 미국의 공약은 “우리가 여러 차례 말했듯 철통같다”고 거듭 확인했습니다. 그러면서 “한국 측과 긴밀히 협력하며 이 같은 메시지를 계속 전하는 것이 우리가 해야 할 일이라고 생각한다”고 덧붙였습니다.
