One of the most extraordinary growth records over the past two decades was to be found, perhaps surprisingly, in the horn of Africa. Real GDP per person in Ethiopia, the second-most-populous country in Africa, rose by an average annual rate of 9.3% from 1999 to 2019, just 0.4 percentage points less than China’s pace of growth. Now a year-long war between Ethiopia’s government and forces led by the Tigrayan People’s Liberation Front (TPLF) threatens to spill into the capital city, wreak humanitarian disaster and wipe away those economic gains.

Three decades ago, its economy was among the world’s least developed. Then in 1991 forces led by the TPLF overthrew the Marxist regime that had long run things. Though the TPLF-dominated government remained authoritarian, it began liberalising the economy and directing investment towards infrastructure. Ethiopia’s GDP per person has risen more than sevenfold since 1995, faster than other sub-Saharan economies and the emerging world as a whole. The share of Ethiopians living in extreme poverty fell from half the population to under a quarter in the 2010s.*

A protracted conflict, by contrast, would undo most or all of the country’s past economic gains. Whatever happens next, Ethiopia’s case already demonstrates that a state’s capacity to maintain order is the most important, and often the most elusive, condition for development. 〈The Economist Nov 20th 2021〉

지난 20여 년간 가장 특별한 성장기록 중 하나는 놀랍게도 아프리카의 뿔 지역에서 발견될 수 있었다. 아프리카에서 두 번째로 인구가 많은 에티오피아의 1인당 실질 GDP는 1999년부터 2019년까지 중국의 성장 속도보다 단지 0.4% 적은 연평균 9.3%의 비율로 상승하였다. 지금 에티오피아 정부와 Tigray인민해방전선(TPLF) 군대간의 1년간의 전쟁은 수도까지 확산되며 인도적 재앙을 일으키고 이런 경제적 성과를 휩쓸어 버리려고 위협하고 있다.

30년 전 에티오피아의 경제는 세계에서 가장 낙후된 지역 중의 하나에 속하였다. 그러자 1991년에 TPLF가 이끄는 군대가 장기간 국가를 통치하고 있던 공산주의 정권을 전복시켰다. 비록 TPLF가 주도하는 정권은 독재적이었지만 경제를 해방시키고 사회기반시설에 투자하기 시작하였다. 1995년 이후로 에티오피아의 1인당 국민소득은 7배 성장하였으며 이것은 사하라 남쪽 접경 지역의 다른 나라와 전반적으로 신흥시장 국가들보다 더 빠른 것이었다. 극한의 빈곤 속에 살고 있는 에티오피아인들의 비율이 2010년대에 인구의 절반에서 1/4로 떨어졌다. *

지속되는 혼란은 이 나라의 과거 경제적 성과의 대부분 또는 전부를 다시 원래대로 되돌려놓을 것이다. 다음에 어떻게 되든 간에 , 에티오피아의 사례는 한 국가의 질서유지 능력은 경제발전을 위해 가장 중요하며 그리고 가장 포착하기 어려운 조건이라는 것을 이미 보여주고 있다.

한국의 1980년대는 전두환 대통령 치하에서 정치적 자유는 제약을 받았지만 경제적으로 눈부시게 발전하였다. 이 기간 동안 한국의 경제성장율은 세계 1등이었다. 국가지도자가 좌파들의 난동을 제압하며 국가안보를 튼튼히 하고 치안을 유지하고 사회질서를 바로 잡으며 경제발전에 심혈을 기울였기 때문이다. 그때 우리들 보통사람들은 소득이 늘어나는 행복을 느끼면서 등 따시고 배부르게 잘 살았었다. 전두환 대통령에게 감사한다. 시간이 흐를수록 그는 점점 더 높은 평가를 받을 것이다. 그는 선의의 권위주의자였다.
